The FBI Norfolk Field Office, in coordination with state and local law enforcement partners, has formally announced the resolution of the 1986 murders of Cathleen Thomas and Rebecca Dowski, two victims long associated with the Colonial Parkway murder investigations in Virginia.
Following an extensive cold-case review supported by modern forensic analysis, federal investigators determined that Alan Wade Wilmer Sr., a resident of Lancaster County, was responsible for the murders. Wilmer Sr., who died in 2017, is now linked by investigators to a broader series of at least six murders and disappearances involving young victims across Virginia between 1986 and 1989.
The U.S. Attorney’s Office confirmed that the evidentiary threshold developed during the renewed investigation would have supported federal prosecution had Wilmer Sr. been alive. Authorities emphasized that the conclusion was reached through corroborated forensic findings, historical case reconstruction, and cross-agency analytical review.
Between 1986 and 1989, multiple violent crimes occurred along or near Virginia’s Colonial Parkway and adjacent areas, resulting in the murders and disappearances of at least eight young people. These crimes collectively became known as the Colonial Parkway murders, one of the most complex and enduring cold-case clusters in the Commonwealth’s history due to jurisdictional overlap, evolving offender behavior, and limited forensic capabilities at the time of the offenses.
Thomas, age 27, and Dowski, age 21, were last seen together in October 1986. Their bodies were later discovered inside their vehicle along the Colonial Parkway, a federally managed roadway running through the Colonial National Historical Park corridor. Despite substantial investigative efforts in the late 1980s, the case remained unresolved for decades.
Investigators noted that decisive progress became possible only with advances in forensic science, including enhanced DNA analysis techniques, evidence reprocessing, and modern analytical tools capable of extracting probative value from materials previously considered inconclusive. These developments, combined with exhaustive review of historical investigative records and witness information, allowed authorities to identify Wilmer Sr. as the offender with a high degree of confidence.
The investigation was conducted through sustained collaboration between the Virginia State Police, the Hampton Police Division, the Suffolk Police Department, and federal authorities. Additional analytical and forensic testing support was provided through funding from the Virginia Office of the Attorney General via the Virginia Sexual Assault Kit Initiative.
Authorities acknowledged the enduring impact of the crimes on the victims’ families and communities. Cathleen Thomas was remembered as a compassionate and intellectually driven individual with strong personal ties, while Rebecca Dowski was recognized as a talented musician and college student whose future was cut short. Investigators emphasized that both victims remained central to ongoing efforts to resolve related cases.
While the January 20 announcement marks a significant milestone, law enforcement agencies confirmed that investigative work continues into other unsolved cases connected to the Colonial Parkway series. Officials stated that evidence remains under active review and that additional resolutions remain possible as forensic capabilities continue to evolve.
The FBI and its partners reiterated their commitment to long-term cold-case investigations, noting that the passage of time does not diminish accountability. The resolution of the Thomas and Dowski murders stands as a demonstration of sustained investigative persistence and the continuing role of forensic science in delivering answers decades after violent crimes occur.
The matter regarding these two victims is now considered resolved. Investigative efforts related to the remaining Colonial Parkway cases remain ongoing.

I see more and more results like this all of the time. The scientific advances has really been a help in cases like this. In the past, when things like this were not available, resolution was not possible. As you said, resolution matters no matter how long it takes and now many are getting it.
