The FBI Philadelphia Field Office has issued a warning to international student communities as colleges and universities across the region resume spring semester operations, citing a sustained and evolving fraud scheme involving foreign law enforcement impersonation.
Federal officials report that since 2022, criminal actors have increasingly targeted U.S.-based Chinese nationals—particularly Chinese students enrolled at American universities—by impersonating officials from Chinese law enforcement agencies. The scheme exploits language barriers, immigration anxiety, cultural deference to authority, and fear of cross-border legal consequences.
According to the FBI, the scam is designed to create a false sense of immediacy and jurisdictional authority. Victims are contacted by individuals falsely claiming to represent mobile service providers, commercial entities, delivery services, or diplomatic institutions such as Chinese embassies or consulates. During the initial contact, victims are told their personal identifying information has been linked to a financial crime investigation in China.
The call is then escalated through a staged transfer to a purported Chinese provincial police department. At this stage, the criminal actors present themselves as law enforcement officials, accuse the victim of involvement in financial crimes, and threaten arrest, prosecution, or forced return to China. Victims are often told the matter is classified and that compliance is required to demonstrate innocence.
Investigators report that the scheme frequently advances into an extreme coercion phase. Victims are instructed to submit to continuous video and audio monitoring, sometimes for days or weeks at a time, under the pretense of investigative supervision. Criminal actors may direct victims to isolate themselves, avoid outside communication, refrain from internet searches, report daily activities, and in some cases relocate to controlled or unfamiliar locations to limit outside intervention.
The final stage involves financial extortion. Victims are instructed to transfer large sums of money to accounts in China or through cryptocurrency exchanges, framed as bail payments, investigative fees, or proof of cooperation. These transfers are often irreversible and can result in significant financial loss.
Federal authorities emphasize that these schemes cause harm that extends beyond monetary damage, including psychological trauma, prolonged fear, academic disruption, and social isolation. The Wayne A. Jacobs, Special Agent in Charge of FBI Philadelphia, stated that the bureau continues to coordinate with academic institutions, law enforcement partners, and community organizations to identify victims and disrupt the criminal networks responsible.
The FBI stresses that no foreign law enforcement agency has authority to conduct investigations, demand payments, or enforce legal action against individuals within the United States through phone calls, messaging platforms, or video surveillance. Any claim to the contrary should be treated as fraudulent.
The FBI Philadelphia Field Office urges victims and attempted victims to report these incidents immediately. Reports should be filed with the Internet Crime Complaint Center (IC3) at ic3.gov, which serves as the federal clearinghouse for cyber-enabled crime reporting. Victims are also advised to contact their local FBI field office, notify their financial institution immediately to halt or reverse transactions when possible, report the activity to the payment service provider involved, and inform campus security or public safety offices to raise awareness within student populations.
The FBI notes that timely reporting improves the likelihood of financial recovery, assists in identifying coordinated criminal operations, and supports broader efforts to protect vulnerable international communities from transnational fraud and intimidation schemes.
The warning remains active as the investigation and prevention efforts continue.
