FATHER AND SON SENTENCED TO DECADES IN FEDERAL PRISON FOR NIAGARA FALLS MURDER TIED TO MULTI-STATE DRUG CONSPIRACY

BUFFALO, NEW YORK — A father and son from Niagara Falls have been sentenced to a combined 50 years in federal prison for their roles in a violent drug trafficking conspiracy that culminated in the January 2018 murder of a local man, federal prosecutors announced following sentencing proceedings in U.S. District Court.

Lavon Parks, also known as “Dutch,” 35, and his father James C. Parks, 61, were sentenced to 30 years and 20 years in prison, respectively, by U.S. District Judge Lawrence J. Vilardo after a jury convicted both men on multiple federal charges, including narcotics conspiracy, discharge of a firearm in furtherance of a drug trafficking crime, and discharge of a firearm causing death.

Lavon Parks was additionally convicted of attempting to possess with intent to distribute 500 grams or more of cocaine and possession of a firearm in furtherance of a drug trafficking offense.

Murder in Furtherance of Drug Trafficking

According to evidence presented at trial, the convictions stem from a long-running cocaine distribution operation active between May 2017 and March 2019 across Niagara Falls and Buffalo. Prosecutors established that the conspiracy escalated into lethal violence on January 21, 2018, when Kevin Turner was shot and killed outside a residence on Niagara Street in Niagara Falls.

Turner, identified in court as a crack cocaine dealer who had recently relocated from Buffalo, was staying near the scene of the shooting and had gone to the residence that afternoon to conduct a drug sale. After exiting the location, Turner was fatally shot.

Federal prosecutors argued—and the jury agreed—that the killing was directly connected to the drug conspiracy, qualifying it as murder committed in furtherance of a federal narcotics offense.

Surveillance, Ballistics, and Firearms Trafficking

Trial evidence showed that Lavon Parks and James Parks were driving through the area in a pickup truck shortly before the shooting, behavior prosecutors characterized as deliberate surveillance. Video evidence placed a truck registered to Lavon Parks’ then-girlfriend in the immediate vicinity of the crime scene both before and after the murder.

Ballistics recovered from the scene later matched a firearm recovered approximately two weeks after the shooting from an unrelated individual in Niagara Falls. That firearm was traced back to a Pittsburgh-based illegal gun trafficking operation, where a cooperating witness testified that he sold multiple firearms, including the murder weapon, to Lavon Parks in exchange for drugs.

The witness further testified that at least seven additional firearms were trafficked as part of the same exchange network.

Multi-State Drug Pipeline Exposed

The investigation revealed a sophisticated cocaine supply chain extending well beyond Western New York. Federal agents documented a series of controlled purchases involving Lavon Parks and seized approximately 8.5 kilograms of cocaine along with $52,000 in U.S. currency from postal parcels shipped from Puerto Rico to multiple states, including New York, Florida, Alaska, Georgia, and Pennsylvania.

Investigators also identified $55,700 in cash and money orders sent from co-conspirators back to Puerto Rico as payment to the cocaine source of supply, establishing a bi-directional trafficking and payment pipeline using the U.S. mail.

The case was prosecuted by Assistant U.S. Attorney P. Richard Antoine and resulted from a joint investigation involving:
