FBI PHILADELPHIA WARNS VIOLENT ONLINE NETWORKS ARE TARGETING CHILDREN THROUGH GROOMING, COERCION, SELF-HARM, AND EXTORTION

PHILADELPHIA — FBI Philadelphia is warning parents, guardians, caregivers, and communities about heightened activity involving nihilistic violent extremists, “764,” and other violent online networks that deliberately target children and vulnerable individuals through social media, gaming platforms, mobile applications, and other online spaces commonly used by young people.

The September 23 warning comes as the school year gets underway and focuses on what the FBI describes as sadistic online exploitation—a pattern in which offenders identify vulnerable victims, establish a trusting or romantic relationship, and then manipulate or coerce them into escalating acts of abuse. According to FBI Philadelphia, those demands can include self-harm, production of child sexual abuse material, animal cruelty, sexual exploitation of siblings, and in some cases attempts at suicide.

The FBI says these actors often emerge from decentralized online networks and subcultures that glorify violence, mass killers, and self-harm. The Bureau uses the term nihilistic violent extremism, or NVE, to describe the motivation driving many of the subjects involved in this activity, including a desire to sow chaos and facilitate the destruction of society. FBI Philadelphia cautions that not every participant is ideologically motivated. Some offenders may be driven by sexual gratification, social status, a desire for belonging, or a combination of motives.

FBI Philadelphia says these networks often begin by building what appears to be a trusting or romantic relationship with a prospective victim. That relationship can then become a mechanism for manipulation and coercion, with offenders escalating harmful behavior designed to shame and isolate the victim.

Many targets are underage girls, but the FBI stresses that anyone can become a victim. Juveniles and adults, males and females, can all be targeted. Victims are most commonly between 10 and 17 years old, though the Bureau has identified victims as young as nine.

The networks also target vulnerable people who may already be struggling with mental-health issues. FBI Philadelphia specifically warns that offenders may target individuals dealing with depression, eating disorders, suicidal ideation, or other vulnerabilities that can be exploited during online grooming.

Parents and caregivers are being urged to watch for sudden changes in behavior, appearance, eating or sleeping habits, withdrawal from normal activities, isolation, and concerning changes involving online contacts. FBI Philadelphia lists withdrawal, irritability, isolation from normal activities, unexplained gifts or virtual currency, a new online contact who appears to create both fascination and fear, patterned scars, cuts, bruises, burns, carved words or symbols, and wearing long sleeves or pants in hot weather among the warning signs that may indicate exploitation or self-harm.

The warning also identifies more severe indicators, including writing in blood or what appears to be blood, repeated discussion of death or suicide, idealization of mass shootings or mass-casualty attacks, unexplained harm to family pets, animals becoming unusually fearful of a child, and false emergency reports directed at a household through swatting or doxxing.

The Bureau is also cautioning families about the amount of personal material young people place online. Photographs, videos, identifying information, and other material that initially appears harmless can be exploited, manipulated, or altered for criminal activity. The FBI warns that victims may face embarrassment, harassment, extortion, or continued long-term re-victimization.

FBI Philadelphia recommends that parents and caregivers remain involved in their children’s online activity, understand who they are communicating with, use available parental controls, keep software updated, exercise caution with unknown friend requests and video calls, limit unnecessary posting of identifying information, and teach children that they can refuse requests for explicit images even when the request comes from someone they trust.

Families are also urged to preserve texts, emails, and other message interactions if exploitation is suspected. The FBI says those communications can provide crucial evidence for law enforcement.

FBI Philadelphia continues working with school administrators and law-enforcement agencies to increase awareness of the threat and improve the ability of communities to recognize and respond to potential cases. The Bureau is asking the public to report suspected criminal activity through 1-800-CALL-FBI, the FBI’s online tip system, or a local FBI field office. Anyone facing an immediate threat to life should contact 911 and local law enforcement.

The FBI also directs victims and families to the National Center for Missing and Exploited Children’s Take It Down service. The program is designed to help minors, as well as adults who were victimized when they were minors, remove or prevent further online sharing of nude or sexually explicit images created before they turned 18.

The threat described by FBI Philadelphia can involve grooming, extortion, sexual exploitation, self-harm, violence, shame, and coercion, with offenders using online relationships to manipulate vulnerable victims into escalating harmful behavior.

The FBI’s message to families is direct: know who children are communicating with, pay attention when behavior changes suddenly, preserve evidence when exploitation is suspected, and report activity before coercion escalates further.
