UZBEK NATIONAL EXTRADITED TO BROOKLYN TO FACE FEDERAL CHARGES FOR ALLEGED SUPPORT OF ISIS AND AL-NUSRAH FRONT

BROOKLYN, N.Y. — A citizen of Uzbekistan who later became a naturalized U.S. citizen has been extradited from Georgia to the United States to face federal terrorism charges accusing him of leading a Brooklyn-based support network that raised money and helped finance travel for individuals seeking to join ISIS and the al-Nusrah Front in Syria.

Davud Ansariy, also known as “Kozimjon Gafurov” and “Kozim,” was extradited to the Eastern District of New York on September 23, 2026, after being arrested in Tbilisi, Georgia, in August. He was scheduled to appear before U.S. Magistrate Judge Lara K. Eshkenazi in federal court in Brooklyn.

Ansariy is charged with one count of conspiracy and one count involving the provision of material support to the Islamic State of Iraq and al-Sham, commonly known as ISIS, and the al-Nusrah Front. Both organizations were designated foreign terrorist organizations during the period covered by the charges.

The allegations trace back more than a decade.

According to federal court filings, Ansariy allegedly led a group of radicalized individuals primarily based in Brooklyn who either planned to travel to Syria to join ISIS or the al-Nusrah Front or helped finance others seeking to make the trip.

Federal investigators uncovered what prosecutors describe as an extensive financial support network used to raise money for prospective foreign fighters.

Participants referred to the network as “chayxona,” an Uzbek term translating to “tea house” or “tea party.”

Prosecutors allege that the group collected money not only to finance travel to Syria but also to support families left behind by individuals who departed to fight and the widows and families of fighters who were killed.

Federal authorities say money collected through the “tea party” network helped finance the travel of at least three individuals to Syria in 2013.

All three are believed to have died there.

The government alleges that Ansariy played a leadership role in organizing the support network and coordinating assistance for individuals seeking to join foreign terrorist organizations.

The charges focus on the financial and logistical infrastructure surrounding foreign fighter travel rather than an allegation that Ansariy personally traveled to Syria to fight.

In May 2016, Ansariy left the United States for Turkey on a one-way ticket purchased the previous day. His departure came five days after one of his alleged co-conspirators was arrested on May 11, 2016.

Federal authorities said Ansariy remained a fugitive after leaving the United States. A federal grand jury in Brooklyn returned an indictment against him in November 2021.

His arrest in Georgia in August 2026 ended years in which federal authorities considered him a fugitive.

The Justice Department’s Office of International Affairs, the FBI Office of the Law Enforcement Attaché in Tbilisi, and the Prosecutor’s Office of Georgia worked together to secure his arrest and extradition.

Assistant Attorney General for National Security John A. Eisenberg said prosecutors allege Ansariy operated a network that raised money, arranged travel, and supported individuals seeking to fight for ISIS and the al-Nusrah Front.

U.S. Attorney Joseph Nocella Jr. for the Eastern District of New York said the extradition demonstrates that the passage of time and an international flight from prosecution do not prevent federal authorities from continuing to pursue terrorism-related cases.

FBI Counterterrorism Division Assistant Director Jarod Brown said the Bureau remains focused on identifying and dismantling networks that raise funds or otherwise provide support to foreign terrorist organizations.

The case involved a broad group of federal, state, local, and international law-enforcement agencies.

The FBI investigated with assistance from the New York Police Department, New York State Police, U.S. Customs and Border Protection, Port Authority Police Department, and U.S. Marshals Service.

The government’s case is being handled by the Eastern District of New York’s National Security and Cybercrime Section.

Assistant U.S. Attorney Lindsey R. Oken is prosecuting the case with assistance from Trial Attorney Joseph Kaster of the Justice Department’s National Security Division Counterterrorism Section, Assistant U.S. Attorney Irisa Chen, and former Assistant U.S. Attorney Douglas Pravda.

If convicted on the current charges, Ansariy faces a maximum potential sentence of 35 years in federal prison.

The charges remain allegations.

Ansariy has not been convicted, and the government must prove the charges beyond a reasonable doubt in federal court.
