FBI AND DTRA COMPLETE TITAN SHIELD 2026 WMD RESPONSE EXERCISE WITH DEEPEST OPERATIONAL INTEGRATION TO DATE

WASHINGTON — The FBI and Defense Threat Reduction Agency have completed Titan Shield 2026, an annual interagency exercise designed to test the federal government’s ability to detect, attribute, and respond to a terrorist attack involving weapons of mass destruction. The exercise brought together representatives from more than 22 federal departments and agencies that make up the FBI-led Weapons of Mass Destruction Strategic Group.

According to the FBI, this year’s event marked the deepest operational integration to date between the Bureau and DTRA. DTRA Combat Support and Research and Development Reachback representatives were embedded directly alongside FBI technical response teams for the full duration of the exercise, giving FBI technical personnel immediate access to specialized WMD expertise as the scenario unfolded.

Titan Shield serves as the principal readiness mechanism for the Weapons of Mass Destruction Strategic Group, or WMDSG, an FBI-led crisis action team created to coordinate federal information sharing and deconflict counterterrorism and law-enforcement operations during a WMD incident. The FBI led the exercise in its role as the federal agency responsible for attribution, investigation, and prosecution following a WMD attack.

DTRA’s embedded personnel were supported by the agency’s 24/7 Joint Operations Center and subject-matter experts at DTRA headquarters in Fort Belvoir, Virginia. Those teams provided continuous modeling, hazard prediction, and technical analysis throughout the exercise. The FBI said the arrangement gave technical teams faster access to specialized analysis without slowing FBI decision-making.

FBI Co-Deputy Director Christopher Raia said the purpose of that integration is to ensure that technical expertise is available immediately during a WMD crisis. He said the exercise demonstrated how the Bureau intends to run the WMDSG during an actual emergency, with FBI personnel leading the response while specialized federal partners are incorporated directly into the process.

DTRA Acting Director Hunter Lutinksi said the exercise allowed the agency to work directly with the FBI and homeland defense partners and provide technical expertise during a high-tempo response scenario. DTRA’s role centers on countering weapons of mass destruction through combat support, technical reachback, and research and development support for military and interagency partners.

The FBI said each annual iteration is the result of nearly a year of planning and is executed as a high-tempo, one-day event. Scenarios involve chemical, biological, radiological, or nuclear materials and challenge participating agencies to synchronize their actions across organizational lines.

The WMDSG itself is designed to provide unity of effort across the federal government during a WMD emergency. It brings federal agencies together to support information exchange, coordinate activity, and deconflict WMD counterterrorism and law-enforcement operations.

The participation of more than 22 federal departments and agencies underscores how broad that response structure can become.

DTRA provides a different but complementary capability. The agency is the Department of Defense’s lead organization for countering weapons of mass destruction and maintains continuous operational and technical support through its Joint Operations Center. Its personnel provide modeling, hazard prediction, technical analysis, combat support, technical reachback, and research and development expertise to military and interagency partners.

The FBI said completion of this year’s exercise further strengthens national readiness for WMD threats and reinforces the working relationship between the Bureau, DTRA, and other federal partners.
