Federal prosecution details digital coordination, production of illicit material, and cross-state transmission tied to exploitation of vulnerable children
A federal child exploitation case has resulted in prison sentences for two individuals following their involvement in the production and distribution of child sexual abuse material involving a three-year-old toddler and a four-month-old infant.
Michael J. Machonis, 30, of Bridgewater, New Jersey, and Asia Tamara Billups, 20, of Gloucester, Virginia, were both sentenced in connection with the case after entering guilty pleas to multiple federal charges.
According to court records, in early April 2024, Machonis and Billups met online, where they initially exchanged sexually explicit material involving themselves and engaged in explicit conversations. Those interactions escalated into discussions involving minors and ultimately led to the exchange of child sexual abuse material.
On May 31, 2024, and June 1, 2024, Billups used a cellphone to produce four sexually explicit videos involving a three-year-old child and a four-month-old infant. She transmitted those videos directly to Machonis.
Asia Tamara Billups pled guilty on April 14, 2025, to two counts of production of child sexual abuse material and one count of distribution of child sexual abuse material. She was sentenced on September 19, 2025, to 15 years in federal prison.
Michael J. Machonis pled guilty on October 24, 2025, to two counts of coercion and enticement and one count of receipt of child sexual abuse material. He was sentenced to 17 years in federal prison.
The charges reflect multiple layers of criminal conduct, including the direct production of illicit material, its transmission across digital channels, and the inducement and receipt of that material through coordinated communication.
The case demonstrates how online interactions can rapidly escalate into criminal exploitation involving minors, with digital platforms facilitating communication, coordination, and distribution.
From an investigative standpoint, the case involved federal authorities working in coordination with regional law enforcement agencies to identify the individuals involved, secure digital evidence, and trace the transmission of illicit content across jurisdictions.
The investigation was conducted by the FBI’s Norfolk Field Office with assistance from the Somerset County Prosecutor’s Office in New Jersey.
The case was prosecuted by Assistant U.S. Attorney Peter G. Osyf.
The offenses fall under federal statutes addressing the production, distribution, and receipt of child sexual abuse material, as well as coercion and enticement involving minors. These statutes carry severe penalties reflecting the seriousness of offenses involving the exploitation of children.
The sentences imposed reflect the findings of the court following guilty pleas entered by both defendants.

Like Michael, I found this hard to read. Why anyone, in this case a 20 year old woman, would be involved in something this evil is hard to accept. My question is where did she find her victims? I don’t need an answer to that but I’m sure law enforcement is on it and will discover all of the details. Any others responsible need to be charged as well.

I agree, it’s not an easy case to process, and that reaction is completely understandable. Situations like this raise a lot of difficult questions. The investigation process is designed to uncover the full scope of what occurred, including how victims were identified and whether anyone else was involved.
