NORTHERN CALIFORNIA — A Humboldt County man has been sentenced to a decade in federal prison after admitting to attempting to coerce and entice a minor into sexual activity through online communications, federal prosecutors announced Thursday.
Joseph Raymond Shinn, 47, of Ferndale, California, was sentenced to 120 months in federal prison by Jacqueline Scott Corley in the U.S. District Court for the Northern District of California. The court also imposed eight years of supervised release to follow his prison term.
The Federal Case
Shinn was indicted by a federal grand jury on February 19, 2025, and pleaded guilty on November 5, 2025, to attempted coercion and enticement of a minor, a felony offense that carries severe penalties under federal law due to the inherent risk posed to children and the premeditated nature of such crimes.
According to court filings and the plea agreement, between September 30 and October 6, 2024, Shinn communicated through a messaging application with an individual he believed to be a 13-year-old minor. During those exchanges, prosecutors say Shinn sent sexually explicit messages and images, escalating the conversation toward an in-person meeting for the purpose of engaging in sexual acts.
Investigators documented that Shinn took concrete steps to carry out the planned encounter, including arranging a specific meeting location and purchasing sexual paraphernalia intended for use during the encounter. He was arrested by law enforcement upon arriving at the residence where he believed the minor lived.
Arrest and Custody
Shinn has remained in federal custody since November 2024. The sentence imposed Thursday requires him to begin serving his prison term immediately, followed by a lengthy period of court-ordered supervision intended to monitor compliance with strict post-release conditions, including restrictions commonly imposed in federal sex offense cases.
Investigation and Prosecution
The case was announced by Craig H. Missakian, U.S. Attorney for the Northern District of California, and Sanjay Virmani, Special Agent in Charge of the FBI’s San Francisco Field Office.
The investigation was led jointly by the Federal Bureau of Investigation and the Humboldt County District Attorney’s Office, with assistance from the Eureka Police Department and the Humboldt County Sheriff’s Office.
The case is being prosecuted by Assistant U.S. Attorney Sara E. Henderson, with support from Soana Katoa.
Why This Case Matters
Federal attempted-enticement cases do not require the involvement of an actual child. The crime is established when a defendant believes they are communicating with a minor and takes substantial steps toward sexual exploitation. Courts have repeatedly held that these offenses represent a high-risk category of violent sexual crime, given the planning involved and the potential harm avoided only through law-enforcement intervention.
This sentence reflects continued federal emphasis on online child exploitation enforcement, particularly cases involving explicit communications, grooming behavior, and travel to meet a perceived minor. Authorities have consistently warned that digital platforms remain a primary vector for such offenses, making coordinated federal and local investigations critical.
The prosecution underscores that attempted exploitation—even when interrupted before physical harm occurs—carries serious consequences under federal law.
