It moved through access already granted—through a clearance system built on trust, daily exposure to sensitive material, and repeated acknowledgment of the legal boundaries surrounding it. That access is now at the center of a federal case involving the alleged disclosure of classified military information to unauthorized recipients.

Courtney Williams, 40, of Wagram, North Carolina, has been arrested and indicted on charges tied to the transmission of classified national defense information. The charge falls under 18 U.S.C. § 793(d), a provision of federal law addressing the unlawful retention and dissemination of defense-related material by individuals entrusted with it.

Williams previously worked in support of a Special Military Unit within the U.S. Army from 2010 to 2016 and held a Top Secret / Sensitive Compartmented Information clearance. That level of access places an individual within tightly controlled intelligence environments where operational methods, capabilities, and mission-specific details are compartmentalized and restricted to personnel with both clearance and a defined need to know.

According to the indictment, Williams maintained that access under formal conditions that included repeated training on classification handling, storage protocols, and disclosure restrictions. As part of that process, she signed a nondisclosure agreement acknowledging that unauthorized release of such information could constitute a criminal offense. The framework is designed to eliminate ambiguity—clearance holders are continuously reminded of both the scope of their access and the consequences of misuse.

The alleged conduct centers on a series of communications between Williams and a journalist between 2022 and 2025. Over that period, the two exchanged more than 180 messages and engaged in over 10 hours of phone conversations. The journalist identified their role and intent early in the communication, indicating that the information sought would be used in an article and a published book focused on the military unit Williams had supported.

Following those exchanges, the journalist released both a book and an article that included statements attributed directly to Williams. According to the indictment, some of those statements contained classified national defense information. The disclosures were not limited to private communication. Authorities allege that Williams also shared sensitive information through social media platforms, expanding the exposure beyond a single recipient.

The case includes evidence suggesting awareness of the legal risk at the time of disclosure. On the day the material was published, Williams reportedly expressed concern about the volume of classified information being made public. In separate communications, she referenced the possibility of arrest, cited provisions of the Espionage Act, and acknowledged that the consequences of such disclosures had been emphasized throughout her career.

Those statements form part of the evidentiary record, establishing not only the act of disclosure but the awareness surrounding it. In cases involving classified material, intent and knowledge are central elements. The government’s position relies on demonstrating that the information was both protected and knowingly transmitted to individuals not authorized to receive it.

The classification of the material at issue relates to military tradecraft, operational methods, and internal capabilities tied to a specialized unit. These categories are protected not for abstraction, but for operational security. Exposure of such information can reveal how units operate, how missions are conducted, and how adversaries might adapt in response.

The investigative responsibility falls to the FBI’s counterintelligence division, reflecting the national security implications tied to unauthorized disclosures.
