LOCKPORT MAN INDICTED ON FEDERAL CHILD EXPLOITATION CHARGES: GRAND JURY DETAILS MULTI-YEAR PATTERN OF COERCION AND DIGITAL STORAGE OF ILLEGAL MATERIAL

A federal grand jury has returned an 11-count indictment against a Lockport, New York resident, outlining a multi-year pattern of alleged coercion involving a minor and the production and possession of child sexual abuse material.

Damon Singleton-Spencer, 33, of Lockport, New York, has been charged with enticement of a minor, three counts of production of child sexual abuse material, and seven counts of possession of child sexual abuse material. The charges carry a mandatory minimum sentence of 10 years in federal prison, with a maximum penalty of life.

According to the indictment, the alleged conduct began on June 30, 2019, when Singleton-Spencer is accused of coercing a minor victim into sexual activity. Federal charging documents outline additional incidents occurring in November 2020, June 2021, and November 2022, during which the defendant allegedly coerced the same minor to engage in sexually explicit conduct for the purpose of creating visual recordings.

The indictment further details the recovery of digital storage devices on February 16, 2024. Investigators identified three hard drives, a desktop computer, a gaming computer, an SD card, and a cellular phone containing illicit images involving minors. The range of devices identified indicates sustained storage and retention of illegal material across multiple platforms, extending beyond isolated possession.

Singleton-Spencer appeared for arraignment before U.S. Magistrate Judge Michael J. Roemer. The case is being prosecuted by Assistant U.S. Attorney Colleen M. McCarthy under the jurisdiction of the Western District of New York.

The investigation was conducted by the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Philip Tejera, in coordination with the Niagara County Sheriff’s Office, led by Sheriff Michael Felicetti. The joint operation reflects coordinated federal and county-level investigative activity in cases involving the exploitation of minors and digital evidence recovery.

Federal indictments in cases of this nature typically involve forensic analysis of electronic devices, reconstruction of communication records, and identification of victim interaction timelines. The span of alleged conduct across multiple years, combined with the volume and diversity of storage media recovered, forms the evidentiary basis for the multiple charges filed in this case.

As with all federal criminal proceedings, the indictment constitutes a formal accusation. The defendant is presumed innocent unless and until proven guilty in a court of law.
