$30 MILLION BEVERLY HILLS MANSION TARGETED IN FEDERAL FORFEITURE ACTION TIED TO $700 MILLION DEFENSE CONTRACT FRAUD AND FOREIGN BRIBERY SCHEME

The Department of Justice has initiated a civil forfeiture action in the U.S. District Court for the Central District of California seeking to seize a Beverly Hills mansion alleged to have been purchased and renovated using approximately $30 million in proceeds tied to a large-scale fraud scheme involving U.S. military fuel contracts, foreign bribery, and money laundering.

According to the complaint, the underlying scheme operated between 2016 and 2020 and involved a Virginia-based defense contractor that secured more than $700 million in contracts from the Defense Logistics Agency (DLA). These contracts were tied to fuel deliveries supporting U.S. military operations during Operation Inherent Resolve, the campaign targeting the Islamic State in Iraq and Syria.

The Erbil International Airport in the Kurdistan Region of Iraq served as a central operational hub for these fuel deliveries. Kurdish Peshmerga forces maintained control over access to the facility, placing logistical authority in the hands of regional security leadership. The complaint alleges that contractor officials agreed to pay General Mansour Barzani, a senior Peshmerga official, a bribe of $0.25 per liter in exchange for exclusive delivery access to the airport.

This arrangement allegedly resulted in competitors being blocked from participating in fuel delivery operations, allowing the contractor to secure repeated contract awards. Federal filings state that these contracts were frequently issued under one-time-buy structures and at significantly inflated pricing levels, resulting in hundreds of millions of dollars in revenue tied to restricted access and reduced competition.

Funds generated through this arrangement were allegedly routed through financial channels designed to conceal their origin and ownership. The complaint identifies NYJD Trust No.1, established in Virginia, as a vehicle used to receive and hold funds for the private benefit of Barzani. In 2018, approximately $30 million was transferred from the trust to acquire the Beverly Hills property, followed by additional expenditures for renovations and improvements conducted between 2019 and 2022.

The forfeiture action targets the property as proceeds derived from unlawful activity, with federal authorities seeking to recover assets connected to the alleged fraud and corruption scheme. Civil forfeiture proceedings operate under a different legal standard than criminal cases, requiring the government to demonstrate that the property is subject to forfeiture by a preponderance of the evidence.

The investigation was conducted by the Federal Bureau of Investigation Washington Field Office, the Defense Criminal Investigative Service, and IRS Criminal Investigation. The case is being handled by Deputy Chief Michael B. Redmann and Senior Trial Attorney Steven Parker of the Criminal Division’s Money Laundering, Narcotics and Forfeiture Section, with support from the U.S. Attorney’s Office for the Central District of California and the Department of Justice’s Office of International Affairs.

The case reflects ongoing federal efforts to trace and recover assets linked to transnational corruption, particularly where U.S. defense contracting intersects with foreign access control and financial manipulation. The scale of the alleged scheme, combined with its connection to operational military logistics, places it within a high-priority category of enforcement involving national security-linked procurement systems and cross-border financial flows.
