MORENO VALLEY MAN SENTENCED TO NEARLY 22 YEARS FOR SEX TRAFFICKING TWO MINORS ACROSS SOUTHERN CALIFORNIA AND LAS VEGAS

LOS ANGELES — A Riverside County man has been sentenced to nearly 22 years in federal prison after admitting that he recruited and controlled two minor victims for commercial sex activity across Los Angeles County and later transported them to Las Vegas for the same purpose.

Christian Brandon O’Neal Scurlock, 23, of Moreno Valley, was sentenced on September 18 to 262 months in federal prison by U.S. District Judge Wesley L. Hsu. The court also ordered Scurlock to pay $159,246 in restitution and imposed lifetime supervised release following his prison term. Scurlock has remained in federal custody since August 2024.

Scurlock pleaded guilty in July 2025 to one count of sex trafficking of a minor. His sentence therefore resolves a case that began with allegations in 2024 and ultimately resulted in a federal conviction based on his guilty plea.

According to Scurlock’s plea agreement, he recruited two girls, ages 13 and 16, to engage in commercial sex activity throughout Los Angeles County. That activity included the Figueroa Corridor in South Los Angeles, a roughly 3.5-mile stretch of Figueroa Street extending from Gage Avenue to Imperial Highway that federal prosecutors identified as an area known for commercial sex activity and trafficking involving minors.

Scurlock admitted taking multiple steps to control the victims’ commercial sex activity. He instructed them on how much to charge, purchased clothing for them to wear while soliciting customers, transported them to locations known for commercial sex activity, collected and controlled the money they received, and provided smartphones so they could communicate with him.

His control extended beyond the commercial transactions themselves. Prosecutors said Scurlock controlled the victims’ finances, housing, transportation, and food and supplied them with marijuana and alcohol. Those forms of dependency gave him influence over essential parts of their daily lives while he continued profiting from their exploitation.

One of the victims was 13 when Scurlock recruited her after she had run away from a group home. Scurlock admitted that, in addition to maintaining her for commercial sex activity, he had illicit sexual intercourse with her.

In April 2024, Scurlock transported both minor victims from Los Angeles County to a motel in Las Vegas for commercial sex activity. Las Vegas Metropolitan Police later found and arrested him with both minors in his vehicle, along with $985 in cash and condoms.

Judge Hsu ordered Scurlock to pay $159,246 in restitution to the victims in addition to serving 262 months in prison and remaining under federal supervision for the rest of his life after release.

The investigation was conducted jointly by the FBI, the Los Angeles Police Department, and the Las Vegas Metropolitan Police Department. Assistant U.S. Attorneys Kelsey A. Stimson of the General Crimes Section and Danbee C. Kim of the Environmental Crimes and Consumer Protection Section prosecuted the case.

Scurlock’s case demonstrates how that exploitation can extend well beyond a single location. His admitted conduct crossed city and state lines, included control over the victims’ money and basic needs, and continued until law enforcement encountered him with both minors in Las Vegas.

The case is no longer at the accusation stage.

Scurlock admitted his role in the trafficking scheme, entered a guilty plea in federal court, and has now been sentenced to 262 months in prison. Once released, he will remain under federal supervision for life and will be responsible for more than $159,000 in court-ordered restitution to the victims.
