A federal jury in Alexandria, Virginia has convicted Afghan national Mohammad Sharifullah, a confirmed member of the Islamic State of Iraq and ash-Sham–Khorasan Province (ISIS-K), for his role in a prolonged terrorism support network tied to some of the deadliest coordinated attacks involving the organization over the past decade. The conviction follows a detailed evidentiary presentation establishing Sharifullah’s operational involvement in surveillance, logistics, weapons coordination, and direct support for multiple ISIS-K attack cells across several regions.
The case centers on Sharifullah’s participation in a nine-year conspiracy to provide material support to ISIS-K, a designated foreign terrorist organization responsible for high-casualty attacks targeting military personnel, civilians, and protected diplomatic assets. Prosecutors demonstrated that his role extended beyond passive association, placing him within active operational pipelines that enabled attack execution.
One of the most significant incidents tied to Sharifullah’s actions occurred on August 26, 2021, during the evacuation operations at Hamid Karzai International Airport in Kabul. At the time, U.S. and coalition forces were conducting a large-scale non-combatant evacuation amid deteriorating security conditions following the collapse of the Afghan government. Thousands of civilians had converged at Abbey Gate, one of the primary access points to the airport, creating a dense and vulnerable environment.
Evidence presented at trial established that ISIS-K leadership assigned Sharifullah to conduct route surveillance in advance of the attack. His task was to verify that Taliban checkpoints were absent along a designated path leading to the airport perimeter. After completing his reconnaissance, Sharifullah communicated that the route was clear, enabling the suicide operative, Abdul Rahman al-Logari—an individual Sharifullah had previously encountered during incarceration in Afghanistan—to proceed without obstruction.
At approximately 5:36 p.m., al-Logari detonated a body-worn explosive device at Abbey Gate. The blast killed 13 United States service members and approximately 160 civilians, marking one of the deadliest single incidents during the final phase of the Afghanistan withdrawal. The attack demonstrated ISIS-K’s ability to exploit transitional security vacuums and coordinate lethal operations within highly congested civilian zones.
Sharifullah’s involvement was not limited to that event. Prosecutors outlined his role in earlier and subsequent attacks, establishing a consistent operational pattern. On June 20, 2016, he conducted pre-attack surveillance for a bombing targeting Nepali security guards assigned to protect the Canadian embassy in Kabul. He later facilitated the movement of the suicide bomber toward the attack site, reinforcing his role in both reconnaissance and logistical support functions.
The evidentiary record also connected Sharifullah to the March 22, 2024 attack on Crocus City Hall near Moscow, where ISIS-K gunmen carried out a mass-casualty assault using AK-pattern rifles. Sharifullah contributed to that operation by transmitting weapons-handling instructions and tactical guidance to the attackers. The use of standardized assault platforms and remote instruction reflects an operational shift within ISIS-K toward distributed attack enablement, where field operatives receive guidance from external coordinators rather than relying solely on in-person training.
Across more than a dozen additional incidents between 2016 and 2025, Sharifullah’s activities included surveillance of targets, transportation of suicide bombers, movement and maintenance of weapons systems, encrypted communication between ISIS-K personnel, and the recording of attack aftermaths for propaganda dissemination. This combination of roles places him within the infrastructure layer of ISIS-K operations, functioning as a connective node between planning, execution, and media exploitation.
His apprehension in 2025 and subsequent prosecution in the United States highlight the extended reach of federal counterterrorism investigations, particularly in cases involving international actors whose actions directly impact U.S. personnel and interests. The Federal Bureau of Investigation’s Washington Field Office led the investigation, coordinating intelligence, evidentiary development, and cross-jurisdictional tracking necessary to support prosecution.
Sharifullah now faces a potential sentence of up to 20 years in federal prison. Final sentencing will be determined by a U.S. district court judge following review of federal sentencing guidelines and statutory considerations tied to terrorism-related offenses.
The conviction reinforces a broader operational reality: modern terrorist networks increasingly rely on decentralized contributors who operate across geography, using communication channels, reconnaissance, and logistical coordination to enable attacks without requiring continuous physical presence at the point of execution. The Sharifullah case provides a clear example of how these support roles remain critical to the success of high-impact attacks and are treated as prosecutable components of the broader threat architecture.
