Russian National Living in Florida Convicted in Scheme to Illegally Export Nearly $1 Million in Aircraft Parts to Russia

MIAMI, Fla. — A Russian national living in Florida has been convicted on all charges stemming from a scheme to illegally export more than $900,000 in U.S.-origin aircraft parts to Russia and the Russian state-owned airline PJSC Aeroflot, according to the Department of Justice.

Alexander Mamonov, 62, was found guilty on August 27, 2026, following a federal jury trial in the Southern District of Florida.

The jury convicted Mamonov on 12 counts connected to the export scheme, including conspiracy to violate the Export Control Reform Act, illegal export of items subject to the act, conspiracy to commit smuggling, smuggling of goods, submitting false or misleading export information, and conspiracy to commit money laundering.

U.S. District Judge Kathleen M. Williams scheduled Mamonov’s sentencing for November 20, 2026.

The conviction follows an investigation into efforts to obtain American aviation components and move them into Russia after the United States imposed expanded export restrictions on the country.

Mamonov, a former Aeroflot employee who relocated from Russia to South Florida, was charged by federal indictment in April 2025 alongside Ignat Vakorin, a Russian national who remains a fugitive.

According to court documents and evidence presented at trial, Mamonov and Vakorin conspired to acquire and illegally ship more than $900,000 worth of aircraft parts from the United States to Russia and Aeroflot.

The scheme operated after the U.S. Department of Commerce tightened export restrictions following Russia’s further invasion of Ukraine in early 2022.

The Department of Commerce also issued a temporary denial order preventing Aeroflot from receiving U.S.-origin goods.

Those restrictions meant aviation components covered by U.S. export controls could not simply be purchased domestically and transferred to Aeroflot or other prohibited Russian recipients without complying with federal licensing and export requirements.

Prosecutors established that Mamonov and Vakorin attempted to conceal the true destinations of the aircraft parts from American suppliers.

U.S. companies were led to believe that the components were being exported to other destinations, including the United Arab Emirates and China, rather than being routed to Russia and Aeroflot.

Federal authorities also tied financial transactions to efforts to conceal the movement of funds associated with the exports, resulting in Mamonov’s conviction for conspiracy to commit money laundering.

Assistant Attorney General for National Security John A. Eisenberg said the verdict reflected the federal government’s commitment to enforcing U.S. export-control laws and prosecuting individuals who attempt to unlawfully move controlled American products overseas.

FBI Counterintelligence and Espionage Division Assistant Director Roman Rozhavsky said Mamonov illegally exported nearly $1 million in aviation parts by misleading U.S. suppliers about where the equipment was actually going.

Rozhavsky said enforcement of export laws and sanctions remains a priority for the FBI and its federal partners.

U.S. Attorney Jason A. Reding Quiñones for the Southern District of Florida said the case demonstrated that export restrictions cannot be bypassed by routing prohibited purchases through South Florida or disguising their destinations on shipping documents.

The federal jury’s decision resolved the charges against Mamonov through conviction on every count presented at trial.

Vakorin has not been convicted in connection with the case and remains wanted by federal authorities. The charges against him remain allegations unless and until proven in court.

The investigation was conducted by the FBI Miami Field Office with assistance from the U.S. Department of Commerce Bureau of Industry and Security.

Assistant U.S. Attorney Sean Paul Cronin for the Southern District of Florida and Trial Attorney Brett Ruff of the Justice Department’s National Security Division, Counterintelligence and Export Control Section, are prosecuting the case.

Mamonov now faces sentencing in November following his conviction on all 12 federal counts.
