Coulee Dam Man Sentenced to 10 Years in Federal Prison for Sexually Abusing a Minor

SPOKANE, Wash. — A 47-year-old Coulee Dam man has been sentenced to a decade in federal prison for sexually abusing a minor over an extended period beginning when the victim was approximately 10 or 11 years old.

Douglas Lee Clark, 47, was sentenced on August 26, 2026, to 10 years in federal prison for abusive sexual contact of a minor.

U.S. District Judge Mary K. Dimke also ordered Clark to serve 10 years of supervised release following completion of his prison sentence.

Clark pleaded guilty on March 9, 2026, admitting that he sexually touched the minor victim between approximately January 2019 and January 2021.

According to court documents, the abuse came to the attention of law enforcement in 2021 after the victim disclosed what Clark had done to the parent of a friend and to others.

During a child forensic interview, the victim described conduct that began when she was approximately 10 or 11 years old.

She told investigators that Clark complimented her body and rubbed her legs. She also described Clark entering her room while she was sleeping and touching her genitalia with his hands.

The disclosures ultimately formed part of the federal criminal case that resulted in Clark’s guilty plea and sentence.

At sentencing, Judge Dimke described Clark’s conduct as an “absolute repugnant series of acts” and said he had taken advantage of a child who was already vulnerable.

The court also addressed the victim’s decision to come forward and recognized her bravery despite efforts by Clark to use her prior trauma in an attempt to discredit her.

First Assistant United States Attorney Pete Serrano emphasized the difficulty victims of sexual abuse can face when reporting what happened and said federal prosecutors have a responsibility to pursue accountability when survivors come forward.

“Survivors of sexual abuse demonstrate extraordinary courage when they come forward, often in the face of profound adversity,” Serrano said. “As prosecutors, we honor that courage by pursuing accountability with unwavering diligence, ensuring that those who commit these offenses are confronted by the full measure of justice.”

The FBI also addressed the circumstances surrounding the crime and the victim’s disclosure.

W. Mike Herrington, Special Agent in Charge of the FBI Seattle Field Office, said Clark abused a child who should have been safe in her own home and attempted to intimidate her into remaining silent.

Herrington credited the victim with advocating for herself and helping bring the abuse to the attention of authorities.

The case also involved investigators and officials from the Confederated Tribes of the Colville Reservation.

Chairwoman Cindy Marchand said the Colville Tribes remains committed to protecting children within the community and holding individuals who sexually abuse children accountable.

Marchand credited the Colville Police Department, led by Chief Steve Brown, along with the FBI and the Department of Justice in the Eastern District of Washington for their work on the investigation and prosecution.

She also specifically recognized Assistant United States Attorney Ann T. Wick, who prosecuted the federal case that resulted in Clark’s conviction and 10-year prison sentence.

The prosecution was brought as part of Project Safe Childhood, a nationwide Department of Justice initiative established in May 2006 to combat child sexual exploitation and abuse.

Project Safe Childhood coordinates resources from U.S. Attorney’s Offices, the Department of Justice’s Child Exploitation and Obscenity Section, federal investigative agencies, state and local authorities, and other law-enforcement partners to identify victims and prosecute individuals responsible for exploiting children.

The investigation into Clark was conducted by the Federal Bureau of Investigation and the Colville Tribe Police Department.

The case was prosecuted by Assistant United States Attorney Ann T. Wick of the Eastern District of Washington.

The case is identified in the U.S. District Court for the Eastern District of Washington as 2:24-cr-00130-MKD.
