Former Hellenic Orthodox Priest Charged in Federal Fraud Case Alleging Theft of Hundreds of Thousands from Church Discretionary Fund

BUFFALO, N.Y. — Federal prosecutors in the Western District of New York have filed criminal charges against a former Hellenic Orthodox priest accused of orchestrating a long-running financial fraud scheme that allegedly diverted hundreds of thousands of dollars from church-controlled accounts for personal use.

United States Attorney MICHAEL DIGIACOMO announced Tuesday that CHRISTOS CHRISTAKIS, 57, of Cincinnati, Ohio, has been charged by criminal complaint with bank fraud, a federal offense carrying a maximum penalty of 30 years imprisonment and a fine of up to $1 million if convicted.

According to federal investigators, CHRISTAKIS was hired in March 2007 to serve as priest for the Hellenic Orthodox Church of the Annunciation (HOCA) in Buffalo, New York. Authorities allege that several years later, CHRISTAKIS modified church governance procedures in a manner that gave him effective control over the church’s Priest Discretionary Fund.

Federal prosecutors stated the discretionary fund was intended to function as a limited financial assistance account designed to provide direct aid and emergency support to individuals and families in need within the church community. Investigators noted the account traditionally operated under parish council oversight and historically maintained relatively small balances, generally below approximately $1,500 at any given time.

According to the criminal complaint, CHRISTAKIS inserted a provision into the church by-laws in 2011 that allegedly expanded his authority over the discretionary account and reduced independent oversight mechanisms tied to fund usage.

The federal investigation reportedly intensified after a whistleblower complaint was submitted to the Greek Orthodox Archdiocese of America in March 2025 alleging financial irregularities connected to church operations and fund management at HOCA. The complaint prompted an internal Archdiocese investigation into CHRISTAKIS and church financial activity.

Federal authorities stated that during the Archdiocese review process, CHRISTAKIS allegedly admitted to using parish-controlled funds for personal benefit between 2018 and 2025.

Investigators later conducted a detailed financial analysis of the Priest Discretionary Fund and associated banking activity. According to the complaint, approximately 725 checks were deposited into the discretionary account between January 2018 and July 31, 2025. Prosecutors allege that only 11 of those checks were specifically designated as donations intended for the fund itself.

Authorities further allege that money from the account was redirected toward personal expenses unrelated to charitable or church purposes. Court documents specifically reference at least one $7,000 payment allegedly issued from the discretionary fund to pay CHRISTAKIS’s personal American Express account.

Federal investigators additionally examined bank accounts jointly held by CHRISTAKIS and his spouse, along with accounts associated with his children. According to prosecutors, investigators identified substantial cash deposits that allegedly aligned closely with withdrawal activity originating from the Priest Discretionary Fund.

The complaint alleges investigators identified approximately $338,660 in cash deposits flowing into the joint account during the review period. Federal authorities stated CHRISTAKIS’s known employment income and family financial profile were allegedly insufficient to explain the volume of cash moving through the accounts.

Investigators also conducted a broader financial analysis comparing reported income sources, banking activity, expenditures, and household spending patterns. According to prosecutors, the review allegedly revealed that the family’s documented non-cash income sources could not reasonably sustain their spending levels without the addition of unexplained cash deposits.

Federal authorities now accuse CHRISTAKIS of stealing approximately $450,000 from church-related funds over multiple years.

The case highlights the increasing role financial forensics, whistleblower reporting, and institutional audits now play in uncovering alleged fraud schemes involving nonprofit organizations, religious institutions, fiduciary accounts, and charitable funds. Federal investigators increasingly rely on transaction analysis, cash-flow reconstruction, spending comparisons, and banking pattern reviews to identify suspected financial misconduct hidden within otherwise legitimate organizational structures.

The investigation was conducted by the Federal Bureau of Investigation under the direction of Special Agent-in-Charge PHILIP TEJERA.

The prosecution is being handled by Assistant United States Attorney CRAIG R. GESTRING.

Federal authorities emphasized that the filing of a criminal complaint constitutes an allegation only. CHRISTOS CHRISTAKIS is presumed innocent unless and until proven guilty in a court of law.
