ROCHESTER, N.Y. — A Rochester man has been sentenced to federal prison after prosecutors detailed a pattern of threatening communications, stalking behavior, and repeated harassment directed at a Rochester police officer following an arrest in late 2024.
United States Attorney MICHAEL DIGIACOMO announced Wednesday that ORLANDO JUSTICE, 38, of Rochester, New York, was sentenced by United States District Judge MEREDITH A. VACCA to 21 months imprisonment after being convicted of transmitting threatening communications in interstate commerce.
According to federal authorities, the case stemmed from events that began on November 23, 2024, when a Rochester Police Department officer participated in the arrest of JUSTICE. Prosecutors stated JUSTICE was intoxicated during the arrest and was transported to Strong Memorial Hospital following the incident.
While at the hospital, federal authorities stated JUSTICE threatened the officer and warned that he would locate the officer’s residence and injure him. Following the arrest, JUSTICE was charged locally with trespassing and resisting arrest before later being issued an appearance ticket.
Federal prosecutors stated the threats escalated the following day when JUSTICE allegedly began repeatedly contacting the officer through cellular calls and FaceTime communications.
According to court records, during one FaceTime call JUSTICE allegedly told the officer, “I told you that I would find you,” while also claiming to possess the officer’s personal information and home address. Prosecutors stated JUSTICE additionally warned the officer that he had “messed with the wrong one” and described himself as “a different breed of human.”
Federal authorities stated JUSTICE also demanded the identities of additional officers involved in his arrest and threatened to go to the officer’s residence. Prosecutors further stated JUSTICE continued contacting the officer while encouraging associates and friends to place calls as well.
A later FaceTime communication allegedly involved JUSTICE asking the officer why police had come to his residence. According to prosecutors, when the officer asked who was speaking, JUSTICE responded using the name “John Doe” before continuing the communication. Authorities stated the officer instructed JUSTICE to stop contacting him.
Federal prosecutors stated the harassment continued into the following day through a series of text messages. One message cited in court records allegedly stated, “Don’t get scared now.”
The case reflects increasing concern among federal and state authorities regarding threats, stalking activity, harassment campaigns, and intimidation attempts directed at law enforcement personnel through digital communications systems, social media platforms, messaging applications, and internet-connected services.
Investigators have repeatedly warned that modern communication technology allows threatening conduct to escalate rapidly beyond in-person encounters, often extending into targeted harassment involving personal information, repeated contact attempts, coordinated intimidation, and efforts to locate private residences or family members.
Federal law prohibits the transmission of threats through interstate communication systems, including telecommunications services, cellular networks, internet-based messaging platforms, and online communication applications.
The investigation involved coordination between multiple law enforcement agencies, including the Rochester Police Department, the Greece Police Department, the Federal Bureau of Investigation, and the New York State Police.
The Rochester Police Department investigation was conducted under the direction of Chief DAVID SMITH. The Greece Police Department investigation operated under the direction of Chief MICHAEL WOOD. The FBI investigation was conducted under the direction of Special Agent-in-Charge PHILIP TEJERA, while the New York State Police investigation operated under the direction of Major KEVIN SUCHER.
Assistant United States Attorney MEGHAN K. MCGUIRE prosecuted the case on behalf of the federal government.
