Oahu Man Sentenced to 178 Months for Methamphetamine Distribution and Illegal Firearm Possession

An Oahu man with a prior felony conviction has been sentenced to more than 14 years in federal prison after admitting to trafficking significant quantities of methamphetamine and unlawfully possessing a firearm.

Douglas Neddles Keikilani Junior Manago, 46, of Ewa Beach, was sentenced on February 24, 2026, by Senior United States District Judge Helen Gillmor to 178 months in federal custody, followed by five years of supervised release. Manago pleaded guilty in November 2025 pursuant to a plea agreement and was remanded into custody at sentencing.

According to court records, Manago was engaged in the distribution of methamphetamine on the island of Oahu. The charges arose from two separate traffic stops during which law enforcement officers conducted vehicle searches pursuant to warrants. Investigators recovered methamphetamine and a firearm from vehicles Manago was operating.

Manago admitted that he possessed methamphetamine with intent to distribute and acknowledged that he was prohibited from possessing a firearm due to a prior felony conviction. In total, he was held responsible for more than three pounds of methamphetamine, a quantity consistent with mid-level trafficking rather than simple possession.

Methamphetamine distribution carries severe federal penalties due to the drug’s high potency, addictive profile, and documented links to violent crime, property offenses, and community destabilization. Under federal sentencing guidelines, drug quantity, prior criminal history, and firearm possession significantly increase advisory sentencing ranges.

Federal law prohibits individuals convicted of felonies from possessing firearms or ammunition. The combination of drug trafficking activity and firearm possession is treated as a heightened public safety concern because firearms are frequently used to protect narcotics operations, intimidate rivals, or enforce transactions.

The Federal Bureau of Investigation and the Honolulu Police Department investigated the case. Assistant U.S. Attorney Margaret C. Nammar prosecuted the matter.

This prosecution was conducted as part of the Homeland Security Task Force (HSTF), an interagency enforcement initiative established under Executive Order 14159, Protecting the American People Against Invasion. The HSTF operates as a multi-agency partnership targeting criminal cartels, foreign gangs, transnational criminal organizations, human smuggling networks, and related violent enterprises operating domestically and internationally.

HSTF Hawaii includes participation from ICE-HSI, FBI, ATF, CBP, CGIS, DCIS, DEA, DSS, IRS-CI, NCIS, USMS, USPIS, and the Hawaii High Intensity Drug Trafficking Area (HHIDTA), with prosecutions led by the United States Attorney’s Office for the District of Hawaii.

The 178-month sentence reflects the court’s assessment of the seriousness of the narcotics trafficking conduct, the presence of a firearm, and the defendant’s prior felony record. Federal enforcement authorities continue prioritizing cases that combine large-scale drug distribution with unlawful firearm possession due to their compounded impact on community safety.
