The FBI’s Uniform Crime Reporting Program has released a new analysis titled “Reported Flash Mob Shoplifting Incidents: 2020–2024,” detailing how coordinated retail theft groups have evolved over the last five years. Flash mob shoplifting—also called “flash rob”—involves large, organized groups entering a store together and stealing merchandise in a rapid, coordinated burst. Although not classified as a separate offense within the National Incident-Based Reporting System, the FBI used existing NIBRS data fields to isolate incidents that fit the pattern: shoplifting at a commercial location, six or more offenders involved, and a single business victimized.
According to the report, more flash mob shoplifting incidents were documented in 2024 than in 2020, although the increase was not linear year to year. In total, offenders participating in these events stole more than $8 million in merchandise and caused over $51,000 in property damage across the five-year window. Clothing and furs were the most frequently targeted items, reflecting the quick-resale value and ease of transport associated with those goods.
The analysis also shows that flash mob shoplifting events are significantly more dangerous than traditional shoplifting cases. These incidents were more likely to involve intimidation, force, or the presence of a weapon, and employees or bystanders were more likely to sustain injuries. Over 3,600 arrests were reported in connection with these coordinated thefts from 2020 through 2024, underscoring the scale of the issue and the difficulty agencies face when responding to large, fast-moving groups.
While flash mob shoplifting still represents a small percentage of nationwide shoplifting incidents, its impact is disproportionately large. Businesses face heavy losses, employees are exposed to elevated risk, and communities experience broader economic effects when retail theft escalates to this level of organization. The FBI notes that understanding the structure and behavior of these groups is essential for both law enforcement and the retail sector, as improved awareness and coordinated response strategies remain the most effective deterrents.

That’s a lot of stolen merchandise. Retailers must stay on their toes. And that’s a lot of arrests. I think if I was a brick and mortar I would consider online retail if I lived in an area plagued by these things.
