Five Eyes Intelligence Agencies Warn China Using LinkedIn, Online Job Platforms, and Fake Consulting Firms to Target Western Government and Military Personnel

Federal intelligence and security agencies across the Five Eyes alliance have issued a major warning outlining how Chinese military intelligence services are increasingly using online recruitment platforms, fake consulting firms, and professional networking websites to target individuals with access to sensitive government, military, political, and economic information.

According to the newly released intelligence advisory titled “Safeguarding Our Secrets,” Chinese intelligence operatives are conducting long-term recruitment and cultivation operations against nationals from Five Eyes countries through online job advertisements, freelance contracting opportunities, and professional networking outreach disguised as legitimate business activity.

The warning states Chinese military intelligence services and affiliated operatives frequently pose as recruiters, consultants, think tank representatives, or employees of private human resources firms operating through seemingly legitimate “cover companies” often presented as being based outside China.

Intelligence officials stated the operations are designed to identify individuals with direct or indirect access to classified, privileged, or strategically valuable information tied to defense, foreign affairs, intelligence operations, military capabilities, policy development, and economic infrastructure.

According to the advisory, those most heavily targeted include government employees with security clearances, military personnel stationed in the Indo-Pacific region, defense specialists, foreign affairs personnel, intelligence and security professionals, academics, journalists, think tank employees, freelance analysts, researchers, and individuals connected to sensitive policy or economic sectors.

Federal officials warned that even individuals without direct access to classified material may still possess information valuable to foreign intelligence services when combined with broader data collection efforts.

The advisory describes a multi-stage recruitment pipeline commonly used by Chinese intelligence operatives.

According to the report, recruiters initially place job advertisements on platforms including LinkedIn, Indeed, Upwork, and similar freelance or professional networking services. Candidates are then evaluated based on their likelihood of possessing access to government, military, or policy-related information.

Selected individuals are often asked to complete trial assignments involving topics such as China’s bilateral relations, Indo-Pacific military activity, international trade, foreign policy analysis, defense assessments, and geopolitical strategy.

Federal intelligence officials stated virtual interviews may follow, during which recruiters begin probing candidates about government contacts, military assignments, operational duties, naval deployments, regional capabilities, or organizational activities.

According to the advisory, the recruitment process gradually escalates. Recruits are eventually informed that additional reports require increasingly sensitive or non-public information for unspecified “clients” connected to Chinese government interests.

Investigators warned that intelligence officers commonly shift communications away from public platforms onto encrypted messaging applications and more secure communications systems as relationships develop.

The report further states recruits may receive payments ranging from several hundred dollars to thousands of dollars per report through services including PayPal, Payoneer, Wise, Skrill, Zelle, cryptocurrency transactions, wire transfers, and third-party payment intermediaries.

Officials warned many recruits may not initially realize they are interacting with Chinese intelligence-linked actors until the relationship has already progressed into requests involving sensitive information.

The advisory also emphasizes that the unauthorized disclosure of classified or protected information may lead to criminal prosecution under espionage and national security laws, along with loss of employment, revocation of security clearances, and additional legal consequences.

Five Eyes agencies stated they have already identified individuals involved in such activities, resulting in criminal prosecutions and security enforcement actions.

The intelligence warning underscores growing concerns throughout Western intelligence communities regarding China’s expanding use of digital recruitment operations, cyber-enabled intelligence gathering, social engineering, and open-source exploitation techniques to obtain strategic information from government and military personnel across allied nations.

Federal authorities are urging anyone approached through suspicious recruitment activity involving requests for sensitive government, military, or policy information to immediately contact institutional security offices or report the activity directly to federal authorities.

The FBI advises individuals to report non-immediate national security threats through tips.fbi.gov, by calling 1-800-CALL-FBI, or by contacting local FBI field offices directly.
