FBI Adds Rey E. Grabato II to Most Wanted Fraudsters List and Offers $150,000 Reward

NEWARK, New Jersey — August 13, 2026 — The FBI has added Rey E. Grabato II to its Most Wanted Fraudsters list and is offering a reward of up to $150,000 for information leading to his arrest and conviction.

Grabato is the second person added to the newly established list, which publicly identifies fugitives charged with major fraud schemes targeting investors, taxpayers and other victims across the United States.

A federal arrest warrant was issued for Grabato on October 12, 2022, in the U.S. District Court for the District of New Jersey in Newark. He remains wanted on charges of conspiracy to commit securities fraud, securities fraud, conspiracy to commit wire fraud, wire fraud and conspiracy to defraud the United States with respect to tax.

Federal authorities allege that Grabato participated in an investment scheme that defrauded approximately 2,000 investors of more than $650 million between February 2018 and January 2022. Hundreds of those investors were located in New Jersey.

Grabato served as president and majority owner of National Realty Investment Advisors, LLC, known as NRIA. The company operated as a real-estate investment business.

According to the allegations, Grabato and others misrepresented the value of an NRIA investment fund that was reportedly used to acquire equity interests in companies investing in real-estate assets. Those representations allegedly caused investors to place money into the fund based on materially distorted information concerning its value and financial condition.

The securities-fraud and wire-fraud charges address different parts of the alleged conduct. Securities-fraud laws govern deception connected to investment transactions, while wire-fraud charges concern the alleged use of electronic communications or interstate systems to advance a fraudulent scheme. The conspiracy charges allege that Grabato acted with others to carry out the offenses.

Grabato is also accused of participating in a separate tax-related scheme between November 2007 and August 2022. Federal authorities allege that the scheme was intended to obstruct, impede and impair the Internal Revenue Service as it attempted to collect approximately $26 million in outstanding tax liabilities owed to the United States government.

The alleged investment conduct and tax-related activity cover separate periods and involve distinct financial allegations. The investor scheme is alleged to have operated for nearly four years, while the alleged interference with IRS collection efforts extended across almost 15 years.

Placement on the Most Wanted Fraudsters list does not constitute a conviction. The charges against Grabato remain allegations, and the government would be required to prove them beyond a reasonable doubt in court.
