FBI-Led Summer Heat 2.0 Surge Results in 109 Arrests Across Maryland and Delaware

BALTIMORE, Maryland — August 13, 2026 — A three-week regional fugitive-apprehension surge led by the FBI Baltimore Field Office resulted in 109 arrests and the seizure of three firearms across Maryland and Delaware.

The operation ran from July 20 through August 5 and involved more than a dozen federal, state and local law enforcement agencies. Teams focused on locating and apprehending people wanted in connection with violent offenses, sexual crimes, child abuse, illegal firearm possession and other serious charges.

“These are meaningful results,” FBI Baltimore Special Agent in Charge Jimmy Paul said. “This surge demonstrates the FBI’s unwavering commitment to public safety. Together with our partners, we targeted violent offenders threatening our communities and took decisive action to hold them accountable.”

The surge was conducted under Summer Heat 2.0, an FBI nationwide initiative that coordinates agents, task force officers, intelligence personnel, professional staff and partner agencies to pursue violent offenders and fugitives.

Operations were divided among Wilmington, Delaware; Baltimore, Maryland; and Anne Arundel County, Maryland. The three phases produced 49 arrests during the first week, 36 during the second and 24 during the third.

The Wilmington operation resulted in 49 arrests and the seizure of one firearm. Those taken into custody were wanted on charges involving robbery, rape, child abuse, sexual assault, strangulation, unlawful firearm possession and child sexual exploitation.

Delaware State Police Superintendent Colonel William D. Crotty credited the operation’s results to the combined use of available law enforcement resources. Wilmington Police Chief Wilfredo Campos said the operation resulted in the arrests of individuals wanted for some of the most serious offenses.

U.S. Attorney Benjamin L. Wallace for the District of Delaware said fugitives accused of serious crimes continue to present a public threat when they evade court proceedings. New Castle City Police Chief Richard McCabe credited the FBI Task Force Officer model and the participating agencies for coordinating the enforcement effort.

The second week concentrated resources in Baltimore and resulted in 36 arrests and the seizure of two firearms. The warrants involved charges that included attempted murder, armed robbery, assault, forcible rape of a minor, sexual assault of a minor, child abuse and cyberstalking.

Baltimore Police Commissioner Richard Worley said coordinated initiatives allow agencies to combine resources while pursuing individuals accused of driving violent crime. Baltimore City State’s Attorney Ivan J. Bates said joint operations strengthen the ability of law enforcement and prosecutors to identify wanted individuals, protect victims and bring defendants before the courts.

Kelly O. Hayes, U.S. Attorney for the District of Maryland, said the operation demonstrated the public-safety impact that can be achieved when federal and state agencies combine their personnel and investigative resources.

The final week focused on Anne Arundel County and resulted in 24 arrests. The subjects were wanted on charges involving assault, rape, sexual abuse of a minor, child desertion, reckless endangerment, unlawful firearm possession, robbery conspiracy and other serious offenses.

Acting Annapolis Police Chief Amy Miguez said combining resources and coordinating enforcement efforts allows participating agencies to address violent offenses more effectively. Anne Arundel County Police Chief Amal E. Awad said the partnership supported the apprehension of violent offenders and people accused of sexual crimes.

Anne Arundel County Sheriff Everett Sesker credited the 24 arrests to coordination led by the FBI Baltimore Field Office. Maryland Natural Resources Police Superintendent Colonel Orlando D. Lilly said officers conducted targeted fugitive-enforcement work in Maryland communities during the initiative.

Maryland State Police Superintendent Colonel Michael A. Jackson reaffirmed the agency’s commitment to working with federal, state and local partners. Patrick Brennan, commander of the U.S. Marshals Service Capital Area Regional Fugitive Task Force, said joint operations strengthen the ability of agencies to improve public safety across Maryland.

The FBI identified three arrests as examples of the cases addressed during the surge.

Darrio Smith was arrested in Annapolis on August 3 on a warrant charging second-degree assault. The charge concerns an alleged assault on school property.

John Moyer was arrested in Brooklyn, Maryland, on August 4. He faces charges of second-degree rape, sexual abuse of a minor and a fourth-degree sexual offense. The alleged conduct occurred between December 15, 2025, and January 14, 2026.

Markquail Harris was arrested on August 5 under a warrant issued by the New Castle City Police Department. Harris, a resident of Levittown, Pennsylvania, is accused of traveling to New Castle City and committing a rape involving a firearm. He is charged with first-degree rape and was being held at Howard Young Correctional Institution on $615,000 cash bail.

The arrests and charges do not constitute convictions. The allegations against each defendant must be established through the applicable court process.

Agencies participating in the surge included the FBI Baltimore Field Office, Annapolis Police Department, Anne Arundel County Police Department, Anne Arundel County Sheriff’s Office, Baltimore City State’s Attorney’s Office, Baltimore Police Department, Delaware Probation and Parole, Delaware State Police, Dover Police Department, Maryland Natural Resources Police, Maryland State Police, New Castle City Police Department, New Castle County Police Department and Wilmington Police Department.

The U.S. Marshals Service Capital Area Regional Fugitive Task Force and Delaware 1st State Fugitive Task Force also participated, along with the U.S. Attorney’s Offices for the District of Delaware and the District of Maryland.

The 109 arrests represent the combined results of the three operational phases. The FBI said the surge reflects the Baltimore Field Office’s continuing work with regional partners to locate wanted individuals and address violent offenses across Maryland and Delaware.
