Ten Indicted in Major Hawaii Drug Trafficking Conspiracies Following Homeland Security Task Force Investigation

HONOLULU — Federal authorities in Hawaii have announced the indictment of ten individuals accused of participating in multiple drug trafficking conspiracies involving methamphetamine, cocaine, marijuana, firearms offenses, and alleged narcotics distribution activity extending into a state correctional facility.

According to the United States Attorney’s Office for the District of Hawaii, the indictment was unsealed on May 6, 2026, following a multi-agency investigation led through the Homeland Security Task Force initiative.

The defendants identified in the indictment include Navy Kapeli, also known as “Tiny” and “Unc,” Joshua Militante-Hanamaikai, also known as “Sparx,” Samuel Kaolulo, Dallas Jardine, Kenneth Taylor, Alabanza Tuimalealiifano, also known as “Insane,” Kaylam Kumos, Oriana Holmes, Taiana Kapeli, and Douglas Keliikuli.

Federal prosecutors allege that several of the defendants participated in a conspiracy to distribute and possess with intent to distribute methamphetamine, cocaine, and marijuana throughout Oahu. Authorities further allege that Navy Kapeli, Alabanza Tuimalealiifano, and Douglas Keliikuli participated in a separate methamphetamine trafficking conspiracy.

According to court filings, investigators believe a drug trafficking organization allegedly led by Navy Kapeli and Joshua Militante-Hanamaikai arranged for large quantities of methamphetamine to be shipped into Hawaii for distribution.

Federal authorities stated the organization, sometimes referred to by investigators as “H-Mob,” allegedly utilized juveniles to store narcotics and firearms at the Puuwai Momi Housing complex. Investigators reported seizing at least 20 pounds of methamphetamine during the course of the investigation.

Law enforcement personnel also executed multiple search warrants on May 6, resulting in the seizure of several firearms and additional evidence at locations throughout Oahu, including properties within the Puuwai Momi Housing complex.

Court documents further allege a separate conspiracy involving Alabanza Tuimalealiifano, who was incarcerated at Halawa Correctional Facility at the time of the alleged offenses. Prosecutors allege Tuimalealiifano arranged for Navy Kapeli to retrieve approximately one pound of methamphetamine and deliver it to Douglas Keliikuli, a correctional officer working within the prison system.

Federal authorities allege Keliikuli then attempted to introduce the narcotics into the correctional facility before investigators intercepted and seized the methamphetamine.

Law enforcement officials continue warning that correctional institutions remain targets for narcotics trafficking organizations seeking to smuggle drugs, contraband, cellular devices, and other prohibited items into secure facilities through outside associates, inmates, and corrupt insiders.

The investigation involved extensive coordination between the FBI, Homeland Security Investigations, Drug Enforcement Administration, IRS Criminal Investigation, Naval Criminal Investigative Service, Coast Guard Investigative Service, United States Postal Inspection Service, Honolulu Police Department, and the Hawaii Department of Law Enforcement.

Federal authorities stated the Homeland Security Task Force initiative was created to target transnational criminal organizations, organized narcotics trafficking operations, cartel-linked criminal enterprises, gang activity, human trafficking organizations, and other criminal networks operating within the United States and internationally.

If convicted, the defendants face mandatory minimum sentences of ten years in federal prison on the primary narcotics charges and maximum penalties that include life imprisonment. Dallas Jardine additionally faces a firearms charge carrying a mandatory minimum sentence of five years if convicted.

Assistant U.S. Attorney Jeannette Graviss is prosecuting the case.

The indictment contains allegations of criminal conduct. All defendants are presumed innocent unless and until proven guilty in a court of law beyond a reasonable doubt.
