PALMDALE MAN CHARGED IN FEDERAL CHILD EXPLOITATION CASE INVOLVING MULTIPLE ALLEGED MINOR VICTIMS

LOS ANGELES — A Palmdale, California, man has been arrested on federal child exploitation charges after investigators alleged he used multiple online platforms to groom, manipulate, and extort minors into producing sexually explicit images and videos.

According to the U.S. Department of Justice, Kenneth Mellor, 20, was arrested without incident in Conemaugh, Pennsylvania, by FBI agents assigned to the Philadelphia Field Office with assistance from the Johnstown Police Department, the Pennsylvania Attorney General’s Office, the Cambria County District Attorney’s Office, the Conemaugh Police Department, and the Cambria County Sheriff’s Office.

Mellor made his initial appearance in federal court in Pennsylvania following his arrest. Federal prosecutors have charged him by criminal complaint with coercion and enticement of minors to produce and transmit sexually explicit material.

According to the complaint, the investigation began in October 2025 after a concerned citizen reported that Mellor was allegedly extorting a minor for sexually explicit images while also claiming to be involved in a relationship with a 12-year-old girl.

Federal investigators subsequently executed search warrants at Mellor’s residence and seized multiple electronic devices for forensic examination.

According to court documents, investigators discovered extensive communications allegedly involving numerous suspected minor victims. Authorities stated they have identified approximately 12 confirmed minor victims while more than 10 additional potential victims remain unidentified as the investigation continues.

Federal investigators further allege that Mellor used threats, intimidation, emotional manipulation, and grooming tactics to coerce minors into producing sexually explicit material. According to the complaint, investigators believe that in at least one instance, the alleged conduct contributed to a minor attempting self-harm.

Court documents further allege that Mellor targeted girls between the ages of 9 and 17 by creating false online identities and misrepresenting his age while communicating through numerous social media and gaming platforms.

According to investigators, the platforms allegedly used included Roblox, Discord, Snapchat, Instagram, TikTok, WePlay, and several other online services commonly used by children and teenagers.

Federal authorities allege Mellor operated under numerous online aliases across these platforms, allowing him to conceal his identity while communicating with potential victims over an extended period.

The FBI is asking anyone who believes they may have communicated with Mellor or who may have information related to the investigation to contact the Bureau at 1-800-CALL-FBI or submit information through tips.fbi.gov.

Investigators believe additional victims may exist and are continuing efforts to identify them.

The investigation also serves as another reminder of the growing role online platforms can play in child exploitation investigations. Federal law enforcement agencies continue encouraging parents and guardians to speak with children about online safety, the dangers of communicating with strangers over the internet, and the permanent nature of images and videos shared electronically.

If convicted, Mellor faces a mandatory minimum sentence of 15 years in federal prison and a maximum sentence of 30 years in federal prison.

The FBI is investigating the case.

Assistant United States Attorney Blake Hannah of the Major Crimes Section is prosecuting the matter.

Because this case is being prosecuted by criminal complaint, the allegations have not yet been proven in court. Mellor is presumed innocent unless and until proven guilty beyond a reasonable doubt.
