FORMER ARMY CONTRACTOR CONVICTED OF STEALING MORE THAN $1.1 MILLION IN MILITARY MEALS FROM FORT BLISS

EL PASO, Texas — A former U.S. Army soldier who later worked as a civilian contractor at Fort Bliss has been convicted by a federal jury for orchestrating a scheme that stole more than $1.1 million worth of Meals Ready-to-Eat (MREs) from the military installation over a six-month period.

The U.S. Attorney’s Office for the Western District of Texas announced Tuesday that Joseph Lavar Davis, 47, was found guilty of conspiracy to commit theft of government property and theft of government property following a federal jury trial.

According to evidence presented in court, the thefts occurred between February 24, 2020, and August 12, 2020, involving more than 200 pallets of military-issued MREs with an estimated value of approximately $1,120,000.

Federal investigators said Davis leveraged his experience in military food service logistics to exploit supply procedures after retiring from the U.S. Army and accepting a civilian contractor position with similar responsibilities at Fort Bliss.

Prosecutors said Davis used his knowledge of the military supply system to create fraudulent requests for MRE shipments, arrange transportation, coordinate deliveries, negotiate sales, and receive proceeds from the stolen government property.

According to court records, the conspiracy involved four individuals who each played separate roles in the operation.

Federal investigators said the scheme included the use of falsified paperwork to obtain military food supplies, rental trucks to transport the stolen pallets, coordinated pickups from Fort Bliss, communications among co-conspirators, and financial transactions connected to the sale of the stolen meals.

Authorities executed a federal search warrant on August 12, 2020, at a civilian warehouse in El Paso where agents recovered approximately 100 pallets of MREs.

Investigators determined the warehouse operator had been purchasing the military-issued meals from individuals involved in the theft scheme after they were removed from Fort Bliss.

Meals Ready-to-Eat are self-contained field rations designed to provide nutrition for military personnel operating in environments where conventional food service is unavailable. Because they support operational readiness and emergency deployments, unauthorized diversion of the meals can affect military inventory management and logistical planning.

Federal prosecutors argued Davis played a central role in organizing the operation by preparing fraudulent documentation, renting trucks used to transport the stolen property, arranging pickups, coordinating deliveries, negotiating prices, and overseeing payments connected to the illegal sales.

The investigation was conducted by the Federal Bureau of Investigation with assistance from the Department of the Army Criminal Investigation Division.

Assistant U.S. Attorneys Lori Hughes and Mallory Rasmussen prosecuted the case.

Sentencing will be scheduled at a later date. Federal sentencing guidelines and statutory factors will ultimately determine the punishment imposed by the court.
