A New York City Department of Correction captain has been indicted on federal corruption charges after prosecutors alleged she used her supervisory authority to extort subordinates for money, luxury gifts, and personal favors while also fraudulently collecting thousands of dollars in wages for hours she did not work.
According to the U.S. Attorney’s Office for the Eastern District of New York, Latanya Brown, 51, of Yonkers, New York, was arrested following the unsealing of a federal indictment charging her with two counts of extortion and one count of theft from a federally funded government agency.
Federal prosecutors allege Brown has been employed by the New York City Department of Correction (DOC) since October 2001 and has held the rank of Captain since July 2007. During the period covered by the indictment, Brown served in supervisory assignments at Rikers Island’s Facility Operations Department before later being assigned to New York State courthouses located in the Bronx.
According to the indictment, Brown allegedly exploited her position by threatening to withhold approvals for overtime assignments, shift changes, and vacation requests unless correction officers under her supervision provided her with cash, luxury merchandise, or personal services.
Prosecutors allege that between July 2024 and November 2025, Brown demanded thousands of dollars in payments and personal favors from subordinate officers. The indictment states that officers allegedly purchased a Louis Vuitton handbag for Brown after she implied their work assignments, overtime opportunities, and vacation requests could be negatively affected if they refused. Investigators also allege Brown required officers to drive her to restaurants, bars, personal appointments, and a casino while they were on duty.
The indictment also alleges Brown carried out a separate wage fraud scheme involving regular and overtime pay.
Federal prosecutors state that Brown received more than $250,000 in regular salary and more than $400,000 in overtime compensation during 2024 and 2025. Investigators allege that on more than 100 occasions, Brown submitted documentation claiming she worked full regular and overtime shifts after arriving hours late or leaving work several hours early. According to the indictment, those allegedly false time records resulted in the fraudulent payment of thousands of taxpayer dollars.
One example cited by prosecutors alleges Brown claimed to have worked a full shift and more than seven hours of overtime on November 21, 2024, while investigators determined she arrived at Empire City Casino in Yonkers during the afternoon instead of remaining at her assigned post for the duration of her scheduled shift.
The investigation is being led by the Federal Bureau of Investigation (FBI) New York Field Office and the New York City Department of Investigation (DOI).
The indictment was announced by Joseph Nocella, Jr., United States Attorney for the Eastern District of New York, James C. Barnacle, Jr., Assistant Director in Charge of the FBI New York Field Office, and Nadia I. Shihata, Commissioner of the New York City Department of Investigation.
The case is being prosecuted by Assistant United States Attorneys Andrew Grubin and Andrew Wang, with assistance from Paralegal Specialist Johnson Peow.
If convicted, Brown faces up to 20 years in federal prison.
The charges contained in the indictment are allegations only. Latanya Brown is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

She had a good job and she went and did something like this. I know this happens pretty often as discussed here in many articles but I don’t understand it. She risked everything on this type of behavior and somehow figured she wouldn’t get caught. Maybe she doesn’t have anyone who loves her. Maybe she doesn’t have a family to go home to. There are many possible reasons this lady took this risk but in any event there was so much to lose. If true, there is no excuse for this type of behavior. I hope she gets a fair trial and if found guilty in a court of law I hope she is held accountable with the appropriate sentence. I hope she finds true peace and contentment someday.

I think you raised an important point. Cases involving public officials often leave people asking the same question: Why would someone risk a career, a reputation, and everything they’ve ever worked for? Unfortunately, there usually isn’t a simple answer. That question has been on my mind for quite some time as well.
As you mentioned, there is still a legal process that must play out, and Ms. Brown is presumed innocent unless and until proven guilty in a court of law.
At the same time, if the allegations are ultimately proven true, public trust is something that cannot be taken lightly. Positions of authority come with significant responsibility, and the public has every right to expect honesty, integrity, and accountability from those entrusted with those roles.
I also appreciate your closing thoughts. Hoping someone eventually finds peace and contentment while also believing in accountability are not mutually exclusive ideas. Both can exist at the same time.
