TENNESSEE WOMAN SENTENCED TO MORE THAN SIX YEARS IN FEDERAL PRISON FOR $1.4 MILLION PROPERTY DEED FRAUD SCHEME

CHARLOTTE, N.C. — A Tennessee woman has been sentenced to federal prison after admitting to a sophisticated fraud scheme in which she used stolen identities, fraudulent property deeds, forged documents, and fake identifications to sell residential properties she did not own across multiple states.

According to federal prosecutors, Alicia England, 33, of Chattanooga, Tennessee, was sentenced to 75 months in federal prison followed by two years of supervised release after pleading guilty to wire fraud and aggravated identity theft.

The court also ordered England to pay more than $300,000 in restitution to victims affected by the scheme.

Court records show the fraud operation spanned from October 2022 through August 2024, during which England filed fraudulent deeds involving residential real estate located in North Carolina and other states.

Federal investigators determined the scheme involved at least 19 residential properties, including four properties in the Charlotte area, with a combined value exceeding $1.4 million.

According to court proceedings, England carried out the fraud by stealing the personal identifying information (PII) of numerous victims, including both living and deceased individuals.

Investigators said she used the stolen identities to:

• Open fraudulent bank accounts.
• File fake property deeds.
• Execute fraudulent real estate transactions.
• Sell or attempt to sell properties she did not legally own.
• Create and use fraudulent identification documents.
• Forge notary signatures on official property records.

Federal prosecutors said England marketed several of the fraudulently listed properties through online platforms, including Facebook Marketplace, in an effort to locate unsuspecting buyers.

By filing fraudulent deeds with government recording offices, England falsely represented herself as having ownership interests in properties belonging to legitimate homeowners before attempting to transfer or sell those properties to third parties.

Authorities said the scheme created significant financial losses while leaving numerous property owners to resolve fraudulent title issues, identity theft concerns, and the legal complications created by falsified real estate records.

Court documents further state that victims experienced substantial emotional distress and financial hardship as they worked to restore ownership records, protect their identities, and correct fraudulent filings associated with their properties.

Wire fraud is a federal offense involving the use of electronic communications or interstate systems to carry out schemes intended to obtain money or property through false or fraudulent representations. Aggravated identity theft carries a mandatory consecutive prison sentence when a defendant knowingly uses another person’s identification during the commission of certain federal felonies.

Following her guilty plea, England was remanded into federal custody and will remain imprisoned pending designation to a Federal Bureau of Prisons facility.

The investigation was conducted by the United States Secret Service.

The case was prosecuted by Assistant U.S. Attorney Daniel Ryan of the U.S. Attorney’s Office for the Western District of North Carolina.
