FBI REPORT IDENTIFIES 34 ACTIVE SHOOTER INCIDENTS AND 166 CASUALTIES ACROSS THE UNITED STATES IN 2025

WASHINGTON, D.C. — The FBI has released its annual report examining active shooter incidents across the United States, identifying 34 attacks in 21 states and Washington, D.C., during 2025.

The 34 incidents resulted in 166 casualties, excluding the shooters. Fifty-one people were killed and 115 were wounded.

The number of incidents increased by 42% from the 24 recorded in 2024. Total casualties rose by 57% from the 106 recorded during the previous year.

Despite the year-to-year increase, the 2025 total remained below the five-year average of 43.4 active shooter incidents per year. FBI data showed 61 incidents in 2021, 50 in 2022, 48 in 2023, 24 in 2024, and 34 in 2025.

The FBI defines an active shooter as one or more individuals actively engaged in killing or attempting to kill people in a populated area.

Active shooter incidents represent a specific category of firearm violence. The FBI report generally excludes gang violence, drug-related violence, residential or domestic disputes, acts of self-defense, barricade or hostage situations, shootings committed during another crime, and crossfire resulting from a separate criminal act.

The agency said its annual report is designed to help law enforcement, emergency responders, private organizations, security professionals, and members of the public better understand these attacks and improve prevention, preparedness, and response efforts.

Nearly 68% of the incidents recorded in 2025 involved intentional planning or preparation by the shooter. Twenty-three of the 34 attacks showed evidence of planning, up from 58% of the incidents recorded in 2024.

The FBI noted that observable behaviors and information reported to law enforcement can provide opportunities to disrupt planned attacks before they occur. The agency identified tips to law enforcement as one of the most effective tools available for preventing potential active shooter incidents.

Seven of the 34 incidents met the federal definition of a mass killing. Three incidents produced no casualties.

The single incident with the highest number of casualties resulted in two people killed and 28 wounded, for a total of 30 casualties.

Law-enforcement officers sustained casualties in six of the incidents. Three officers were killed and five were wounded.

The report highlighted actions taken by law-enforcement officers, security personnel, and civilians who intervened during attacks or attempted to stop shooters.

All 34 shooters identified in the report were male. Their ages ranged from 16 to 77.

No incident involved multiple shooters. Seven shooters were classified as insider threats, meaning they were employees, contractors, students, or other individuals with legitimate access or trust connected to the targeted location or organization.

A total of 49 firearms were used across the 34 incidents. The weapons included 26 handguns, accounting for 53% of the total; 16 rifles, accounting for 33%; and seven shotguns, accounting for 14%.

One shooter wore body armor.

Law-enforcement officers apprehended 16 shooters, representing 47% of the total. Ten shooters died by suicide, seven were killed by law-enforcement officers or security personnel, and one remained at large when the report was published.

The incidents occurred across five location categories.

Commercial locations accounted for 14 incidents, or 41% of the total. Seven incidents occurred in open spaces, six involved government locations, four occurred in educational settings, and three took place at houses of worship.

Texas recorded six incidents, the highest number reported by any state during 2025.

September had the highest monthly total with seven incidents. Active shooter attacks occurred on every day of the week, with Wednesday recording the highest number at 10.

The 2025 report is the latest installment in the FBI’s annual active shooter series, which has been published since September 2014. The data used in the report was current as of March 19, 2026, and underwent an FBI verification and review process before publication.

The FBI works with the Advanced Law Enforcement Rapid Response Training Center at Texas State University through the FBI Active Shooter Working Group. The group evaluates shooting incidents against established criteria before determining whether each event qualifies for inclusion in the annual report.

The report also contains five-year data covering 2021 through 2025. During that period, the FBI identified 217 active shooter incidents and recorded 1,072 casualties. Those casualties included 382 people killed and 690 wounded.

Texas recorded 25 active shooter incidents during the five-year period, followed by California with 20 and Georgia with 13.

From 2000 through 2025, the FBI identified 590 active shooter incidents resulting in 4,087 casualties. The long-term total included 1,469 people killed and 2,618 wounded, averaging 6.9 casualties per incident.

For the first time in the annual series, the 2025 report includes a section devoted to potentially averted active shooter incidents.

The examples involve threats disrupted through law-enforcement observations, tips submitted to the FBI or local authorities, and information provided to school resource officers or campus police.

The FBI said these cases demonstrate how reporting suspicious behavior can give authorities an opportunity to intervene before a planned attack is carried out.

The agency continues to support active shooter prevention and preparedness through its Active Shooter Attack Prevention and Preparedness program, known as ASAPP.

ASAPP is a two-hour course developed by the FBI’s Office of Law Enforcement Engagement. It combines research findings with scenario-based exercises designed to help participants practice decisions based on the Run, Hide, Fight response principles.

The FBI also works with the Advanced Law Enforcement Rapid Response Training Center to provide specialized instruction to law-enforcement personnel.

ALERRT Level 1 is a two-day course that trains officers to operate in small teams, confront an active threat, control the scene, provide emergency medical care to critically wounded victims, and support their evacuation for further treatment. The FBI identifies ALERRT Level 1 as the national standard for law-enforcement response to active shooter incidents.

The agency can also provide investigative personnel, mobile command capabilities, tactical teams, crisis-management personnel, evidence-response teams, behavioral analysts, bomb technicians, computer-forensics resources, public-information specialists, and victim-assistance personnel when assisting state, local, campus, or tribal authorities.

The FBI encouraged members of the public to report credible threats through local law enforcement, the nearest FBI field office, the FBI tip line at 1-800-CALL-FBI, or the Bureau’s online tip system.
