MARYLAND MAN PLEADS GUILTY IN MULTI-STATE KIDNAPPING, MURDER, AND WITNESS-TAMPERING CASE

MARTINSBURG, W.Va. — A Carroll County, Maryland, man has pleaded guilty to three federal charges arising from a multi-state series of violent crimes involving kidnapping, multiple murders, and witness tampering resulting in death.

Monroe Merrell, 29, of Westminster, Maryland, admitted that he worked with others to kidnap and murder a victim identified by authorities as J.R. in March 2020. His guilty plea also established his responsibility for crimes involving two witnesses who were later killed and a separate solicitation plot targeting a fourth person.

U.S. Attorney for the Northern District of West Virginia Matthew L. Harvey announced the plea following a lengthy investigation involving federal, state, and local law-enforcement agencies across Maryland and West Virginia.

According to federal authorities, J.R. was severely beaten and stabbed multiple times inside an apartment in Westminster, Maryland. Merrell and others then transported the victim across state lines into West Virginia.

During the trip, Merrell stabbed J.R. multiple additional times, killing him.

Merrell and the others transported J.R.’s body to a rural and isolated wooded area near Rippon in Jefferson County, West Virginia. They poured gasoline on the victim and attempted to destroy the body by setting it on fire.

The following morning, a resident traveling near the area observed a body burning in the woods beside the roadway and contacted emergency services. The discovery prompted a multi-state investigation requiring cooperation among federal, state, county, and local authorities.

In April 2020, Merrell became concerned that two people who had witnessed J.R.’s beating and kidnapping would provide information to law enforcement.

The witnesses were identified as D.T., 18, of Taneytown, Maryland, and H.G., 33, of Westminster, Maryland.

Merrell and others transported D.T. and H.G. from Maryland to the Falling Waters area of Berkeley County, West Virginia. The two victims were drugged and partially incapacitated before they were killed.

Their bodies were burned, and their remains were disposed of in the Potomac River.

Merrell’s guilty plea also encompasses a fourth victim identified as E.D. Authorities had previously referred to E.D. as “Jane Doe” in Counts Eight and Nine of the indictment.

Federal authorities said Merrell targeted E.D. as part of a solicitation-of-murder plot intended to prevent the underlying crimes from being exposed.

Merrell is the final defendant in the multi-defendant prosecution to accept responsibility for the kidnapping and murders.

Three Maryland residents charged as co-defendants in the indictment had already pleaded guilty for their roles in the crimes: David Sanford Jr., John Black III, and Jeffrey Smith Jr.

Two additional defendants also entered guilty pleas through federal Informations. They were identified as April Braner, 43, of Falling Waters, West Virginia, and Norman Bradford, 55, of Martinsburg, West Virginia.

The guilty pleas entered by the six defendants bring the prosecution to its sentencing phase. All sentencing hearings are scheduled for January 25, 2027.

Merrell faces a potential life sentence on each of the three counts to which he pleaded guilty. No sentence has been imposed, and the final punishment will be determined by a federal judge.

The United States previously filed a motion seeking to pursue the death penalty again in the case. That motion was denied in October 2025, leaving Merrell exposed to potential life imprisonment on each count rather than a federal death sentence.

U.S. Magistrate Judge Robert W. Trumble presided over Merrell’s guilty-plea proceeding.

The FBI, Jefferson County Sheriff’s Office, Maryland State Police, Carroll County State’s Attorney’s Office, Berkeley County Prosecuting Attorney’s Office, and Jefferson County Prosecuting Attorney’s Office conducted the investigation.

The number of participating agencies reflected the geographic scope of the crimes, which began in Maryland, crossed into West Virginia, and involved locations in Jefferson and Berkeley counties along with the Potomac River.

Assistant U.S. Attorneys Kimberley D. Crockett and Kyle R. Kane are prosecuting the case on behalf of the federal government.
