ST. PAUL, Minn. — A 39-year-old man has pleaded guilty to coercion and enticement of a minor after admitting that he used a messaging application to coerce a 13-year-old girl into engaging in sexual activity.
Jeffrey Thomas Simon entered his guilty plea before U.S. District Judge Jerry W. Blackwell on July 30, 2026. He faces a mandatory minimum sentence of ten years in federal prison.
According to court documents, Simon knowingly used a messaging application between approximately August 2023 and January 2025 to persuade, induce, entice, and coerce the victim into sexual activity.
The victim, identified in court records as Victim 1, was a 13-year-old girl when Simon’s conduct began in August 2023. The conduct continued into January 2025.
Court documents state that Simon used threats against the child to maintain control and discourage her from leaving or reporting him. Simon told Victim 1 that if she left or disclosed his conduct, he would kill either himself or her.
In January 2025, Victim 1’s parent contacted law enforcement and reported that Simon had sexually assaulted the child.
Investigators later searched Simon’s cellular phone and recovered additional conversations conducted through a messaging application between Simon and other individuals who identified themselves as minor girls.
The court information released in connection with Simon’s guilty plea does not identify those individuals or state that additional charges were filed concerning the conversations. Their discovery formed part of the evidence recovered during the investigation.
U.S. Attorney Daniel N. Rosen announced the guilty plea.
“There is no higher priority than protecting children, and today’s guilty plea highlights my office’s unwavering commitment to ensuring offenders are held accountable,” Rosen said.
The investigation was conducted by the Anoka County Sheriff’s Office, North Saint Paul Police Department, Roseville Police Department, Fridley Police Department, and FBI, with assistance from other local law-enforcement partners.
Assistant U.S. Attorney Kristian Weir is prosecuting the case.
The prosecution was brought as part of Project Safe Childhood, a nationwide Department of Justice initiative launched in May 2006 to combat child sexual exploitation and abuse.
Project Safe Childhood is led by U.S. Attorneys’ Offices and the Department of Justice’s Child Exploitation and Obscenity Section. It coordinates federal, state, and local investigative and prosecutorial resources to identify and rescue victims, locate offenders, and prosecute individuals who sexually exploit children through the internet and other means.

Things like this are deviously evil. He has to somehow lure this child (with at least 1 caring parent) before conducting his evil act and then he has to somehow get the child to be silent about it. In this case it sounds like the parent who reported the abuse knew the perpetrator. I bet the child and the parent will have to have counseling on this one. The parent must feel a good amount of guilt allowing her child (even if unknowingly) to be spending alone time with a man of this age. I hope they get good counseling and I hope this guy gets more time in prison than the mandatory minimum sentence.

The threats Simon used against this child reveal how deliberately he worked to maintain control and silence. Telling a 13-year-old that he would kill either himself or her if she left or reported him placed that child under a level of fear and emotional pressure no young person should ever endure.
I agree that the effects will extend far beyond the criminal case. The victim will need compassion, protection, and strong support as she works through what was done to her. Her parent may also carry tremendous guilt while trying to understand how this happened, and counseling could help the entire family begin processing the damage.
Simon faces a mandatory minimum of ten years in federal prison, but the court can impose a longer sentence. Given the duration of the conduct, the threats, and the additional conversations investigators reportedly discovered, I also hope the final sentence reflects the full seriousness of his actions.

It is hard to even believe that people do things like this.
It is important in this one that the “final sentence reflects the full seriousness of his actions.” I know the decision will be difficult to make and I wouldn’t want to be the judge in this position. Still, the minimum is a good start. I’m thinking the judge will go longer than that. In either case, I also hope the parent(s) and child get counseling that will help them get on with their normal lives.
