FBI Operation Steadfast Promise Produces 86 Arrests During Indian Country Enforcement Surge

Washington, D.C. — August 11, 2026 — The FBI has announced 86 arrests, charges against 50 individuals and the recovery of 156 weapons following a three-month enforcement initiative targeting violent gangs, drug-trafficking networks and criminal enterprises operating in Indian Country.

The enforcement activity was conducted through Operation Trusted Trails, a focused initiative carried out from May 1 through July 31 under the FBI’s broader Operation Steadfast Promise.

Operation Steadfast Promise represents the FBI’s sustained effort to direct investigative personnel, intelligence resources and law enforcement partnerships toward violent offenses affecting Tribal lands and communities.

Operation Trusted Trails concentrated specifically on gangs and transnational organizations accused of trafficking illegal drugs on reservations. The FBI deployed additional investigative and intelligence resources through 11 field offices during the operation.

The three-month effort resulted in 50 individuals being charged and 86 arrests. The FBI did not identify the people arrested, disclose the charges filed against them or state how many of the arrests involved newly initiated cases rather than existing warrants.

Arrests and criminal charges do not establish guilt. Any defendant charged through the operation retains the presumption of innocence unless prosecutors prove the charges beyond a reasonable doubt.

Participating agencies completed 62 drug seizures during the initiative. Those seizures included approximately 25 kilograms of methamphetamine and four kilograms of cocaine.

The FBI did not state whether the 62 seizures included controlled substances beyond the reported methamphetamine and cocaine or disclose the estimated value, suspected origin or intended destinations of the drugs recovered.

Authorities also recovered 156 weapons. The announcement did not provide a breakdown of the weapons, state how many were firearms or identify how many were connected to drug-trafficking cases, violent offenses or prohibited possessors.

FBI Director Kash Patel said Operation Trusted Trails confronted some of the most serious violent activity affecting Indian Country and reinforced the bureau’s commitment to its Tribal law enforcement partners.

Patel described the results as one of the FBI’s most successful summer enforcement surges supporting Tribal communities. He said the operation built upon the bureau’s broader commitment of more than 400 agents and staff members and 30 task forces supporting public-safety efforts in Indian Country.

The 86 arrests and 50 charging actions represent separate enforcement measurements and should not be combined into a single total. The FBI did not state how many charged individuals were included among the arrests or whether some defendants faced more than one case.

Operation Trusted Trails relied on FBI-led Safe Trails Task Forces to coordinate participating Tribal, federal, state and local law enforcement agencies.

Safe Trails Task Forces provide a structure for agencies with different jurisdictions to share intelligence, coordinate enforcement activity and pursue violent offenses and drug-trafficking organizations whose operations cross reservation, municipal, county or state boundaries.

The task-force program developed from Operation Safe Trails, a partnership established in 1994 between the FBI and the Navajo Department of Law Enforcement in Flagstaff, Arizona.

The FBI has since expanded the program to 30 Safe Trails Task Forces operating through partnerships with Tribal authorities and other law enforcement agencies.

Operation Trusted Trails was a limited enforcement period conducted within that existing network. The Safe Trails Task Forces remain part of the FBI’s continuing approach to violent offenses and narcotics trafficking in Indian Country after the three-month operation concluded.

The FBI did not identify the 11 field offices participating in Trusted Trails, the reservations where arrests occurred or the Tribal law enforcement agencies involved. The bureau also did not release individual seizure totals by jurisdiction.

Those limitations prevent the operation’s results from being assigned to specific communities or interpreted as evidence that every participating area faced the same level or type of criminal activity.

Patel said the FBI would continue working with Tribal partners against gangs and transnational organizations accused of distributing narcotics and committing violence in Indian Country.

The FBI’s reported results demonstrate that Operation Trusted Trails involved both immediate enforcement and continuing case development. Arrests brought identified subjects into the criminal justice process, while charging decisions advanced proceedings against individuals accused of criminal offenses.

Drug and weapon seizures may also produce additional evidence through laboratory testing, forensic examination and analysis of connections between the recovered items and pending cases.

The conclusion of the focused operation does not necessarily conclude every case developed during the surge. Criminal proceedings against charged defendants, analysis of recovered evidence and related enforcement activity may continue after the initiative’s July 31 closing date.

Operation Steadfast Promise will remain the broader framework for the FBI’s work against violent criminal organizations affecting Tribal communities, with the Safe Trails Task Forces continuing to support cooperation across jurisdictions.
