MARTINSBURG, W.Va. — Three people have been sentenced to federal prison in separate methamphetamine trafficking cases prosecuted in the Northern District of West Virginia, with the investigations involving interstate drug sales, high-purity methamphetamine, and large quantities of narcotics shipped through the U.S. mail.
U.S. Attorney Matthew L. Harvey announced the sentences involving Dustin Thomas Socks, Mercedes Danielle Waye, and Alvie William Woods.
Dustin Thomas Socks, 43, of Hagerstown, Maryland, also known as “Dutch,” was sentenced to 150 months in federal prison following a long-term drug trafficking investigation that stretched from Washington County, Maryland, into Berkeley County, West Virginia.
Investigators documented multiple sales of methamphetamine and cocaine base involving Socks.
According to the case record, Socks coordinated drug transactions across state lines and repeatedly met for drug sales at locations in Hagerstown.
Socks also had multiple prior drug convictions.
Mercedes Danielle Waye, 33, of Moorefield, West Virginia, was sentenced to 60 months in federal prison for trafficking methamphetamine in Hampshire County.
The case began after U.S. Postal Inspection Service personnel intercepted a parcel containing more than 430 grams of high-purity methamphetamine that was addressed to Waye at a Romney, West Virginia address.
The following day, Waye and co-defendant Charles Muffley III attempted to retrieve the package and were detained.
Searches of their vehicles and belongings uncovered additional methamphetamine, drug paraphernalia, digital scales, and multiple cellular devices.
Muffley was convicted at trial in March 2026 and is scheduled to be sentenced in November 2026.
Alvie William Woods, 64, was sentenced to 36 months in federal prison after postal inspectors intercepted another package containing a large quantity of methamphetamine.
U.S. Postal Inspection Service personnel identified a suspicious USPS Priority Mail parcel and obtained a search warrant.
Inside the package, investigators found nearly two pounds of methamphetamine.
The parcel had been mailed from Moreno Valley, California, and was addressed to “K. Myers” at a Flatwoods residence.
Woods and co-defendant Kelly Myers arrived to retrieve the package and were arrested.
Investigators later determined that Woods had received additional methamphetamine shipments at his home from the same California address.
Myers was sentenced on August 5, 2026, to 12 months in federal prison for her role in the scheme.
The cases were prosecuted by Assistant U.S. Attorneys Lara Omps-Botteicher, Kyle Kane, and Andrew Cogar.
The investigations involved the Eastern Panhandle Drug Task Force, the Federal Bureau of Investigation, the Drug Enforcement Administration, the Potomac Highlands Drug Task Force, the Hampshire County Sheriff’s Office, and the U.S. Postal Inspection Service.
Both the Eastern Panhandle Drug Task Force and the Potomac Highlands Drug Task Force operate as HIDTA-funded initiatives.
The cases are part of Operation Take Back America, a nationwide Department of Justice initiative targeting cartels, transnational criminal organizations, violent crime, and other major federal enforcement priorities.
U.S. District Judge Gina M. Groh presided over the sentencings of Socks and Waye.
Chief U.S. District Judge Thomas S. Kleeh presided over the sentencing of Woods.
The three cases involved different trafficking methods, including repeated interstate sales, methamphetamine shipped through the postal system, and large quantities of drugs moved from California into West Virginia.
Socks, Waye, and Woods have now been sentenced, while Muffley remains awaiting sentencing following his March 2026 conviction.
