OPERATION NO ESCAPE LEADS TO 37 FUGITIVE ARRESTS ACROSS TAMPA AREA

TAMPA, Fla. — A 90-day multi-agency violent crime initiative involving the FBI Tampa Division resulted in the apprehension of 37 fugitives across the Tampa area, including individuals wanted in connection with homicide, aggravated assault, robbery, and crimes against children.

The initiative, known as Operation No Escape, brought together the FBI Tampa Division, U.S. Marshals Service, Tampa Police Department, and Hillsborough County Sheriff’s Office. The agencies combined investigative resources, intelligence capabilities, and operational expertise to locate individuals with serious and, in some cases, long-standing warrants.

According to the FBI, the operation focused on fugitives wanted for some of the most serious violent offenses handled by local and federal partners. The 37 arrests were made during the coordinated summer enforcement period, with investigators targeting individuals wanted on long-standing and egregious warrants.

FBI Tampa Special Agent in Charge Rodney Crawford said the operation demonstrated the effect of combining federal, state, and local resources against violent offenders.

“When we combine resources and expertise with our law enforcement partners, criminals don’t stand a chance,” Crawford said. “Initiatives like Operation No Escape highlight the effort we make day in and day out to safeguard our communities and work with partner agencies to crush violent crime.”

Among the fugitives apprehended was Antruan Ownes, who had been wanted since April 2023 on attempted murder with a firearm and additional charges. FBI Tampa worked with the Hillsborough County Sheriff’s Office and the Fugitive Apprehension Unit/U.S. Marshals Florida Regional Fugitive Task Force to locate him.

Ownes was found in Tampa and taken into custody without incident. The FBI release identifies him as a wanted fugitive at the time of his arrest; the underlying criminal allegations remain subject to adjudication in court.

Authorities also arrested Jerald Joseph Carlson, who had been wanted since December 2019 for aggravated assault with a deadly weapon. FBI Tampa and the Tampa Police Department conducted surveillance to determine his location before apprehending him at his place of employment.

Carlson’s arrest underscores one of the central purposes of fugitive operations: locating individuals who may have avoided arrest for years despite active warrants. Long-term fugitive cases often require renewed intelligence work, surveillance, interagency information sharing, and coordination between agencies with different jurisdictional authorities.

Operation No Escape also illustrates the value of coordinated fugitive-enforcement efforts. The FBI said participating agencies pooled investigative resources, intelligence capabilities, and operational expertise to identify and apprehend fugitives wanted for serious violent offenses.

The U.S. Marshals Florida Regional Fugitive Task Force played a role in the apprehension of Ownes, while the Tampa Police Department and Hillsborough County Sheriff’s Office participated in the broader operation. The FBI described the initiative as a coordinated effort rather than a series of isolated arrests.

The operation’s emphasis on homicide, aggravated assault, robbery, and crimes against children placed it squarely within violent-crime enforcement rather than routine warrant service. By concentrating resources on fugitives wanted for serious and violent offenses, participating agencies sought to locate and apprehend individuals who had remained at large.

The FBI did not publicly identify all 37 fugitives in its September 2 release, nor did it provide a complete offense-by-offense breakdown for every arrest. The agency highlighted Ownes and Carlson as examples of the types of long-standing and violent warrants targeted during the 90-day operation.

No indication was provided that the 37 arrests represented convictions. Each underlying case remains governed by its own procedural status, and defendants charged with criminal offenses are entitled to the legal process applicable to those cases.

The FBI said Operation No Escape reflects the continuing commitment of federal, state, and local agencies to locate violent offenders and strengthen public-safety operations throughout the Tampa region.
