RUSSIAN NATIONAL EXTRADITED TO U.S. TO FACE CHARGES IN MULTIMILLION-DOLLAR BANK ACCOUNT TAKEOVER SCHEME

ATLANTA, GEORGIA — A Russian national and web developer has been extradited from the Republic of Georgia to the United States to face federal charges tied to a large-scale bank account takeover operation that prosecutors say relied on spoofed banking websites, stolen login credentials, and unauthorized wire transfers.

Sergei Anatolyevich Filimonov, 36, appeared in federal court in Atlanta on September 4, 2026, after his extradition and pleaded not guilty to the charges. He remains in the custody of the U.S. Marshals Service pending further proceedings.

A federal grand jury indicted Filimonov on November 4, 2025, in connection with an alleged transnational cyber-fraud conspiracy operating from November 2023 through October 2025.

According to the Justice Department, Filimonov and his alleged co-conspirators used spoofed internet domains designed to imitate the websites of federally insured financial institutions. The group allegedly purchased sponsored search-engine advertisements that redirected banking customers to fraudulent login pages controlled by the conspirators.

When customers entered their banking credentials into those fraudulent pages, prosecutors allege the information was captured and used to access legitimate bank accounts.

The conspirators are accused of reviewing account balances and initiating unauthorized wire transfers in an effort to steal funds from victims across the United States.

Federal authorities allege Filimonov played a technical role in the operation by developing and maintaining online infrastructure used to support the scheme.

According to the indictment and information presented in court, that infrastructure included interactive databases containing more than 5,000 stolen login credentials and software designed to capture and transmit sensitive authentication information.

The Justice Department previously seized web3adspanels.org, a domain investigators said operated as a backend server storing credentials harvested from fraudulent banking websites.

At the time of the December 2025 seizure, the FBI had identified at least 19 victims across the United States, including two companies in the Northern District of Georgia, with approximately $28 million in attempted losses and roughly $14.6 million in actual losses.

Investigators said the seized server contained compromised credentials belonging to thousands of victims.

The fraudulent advertising infrastructure was designed to exploit a common online banking habit: searching for a financial institution through a search engine and clicking a sponsored result.

Federal investigators said the fraudulent advertisements were designed to imitate sponsored search-engine advertisements used by legitimate banking institutions. Victims who clicked those links were redirected to fake banking websites where their credentials could be harvested before being used against the corresponding legitimate financial institution.

The federal indictment charges Filimonov with conspiracy to commit bank and wire fraud; access device fraud conspiracy; multiple fraud and access-device offenses; possession of unauthorized access devices; possession of device-making equipment; effecting transactions with unauthorized access devices; and aggravated identity theft.

If convicted on all counts, Filimonov faces a mandatory minimum sentence of two years in prison and a maximum potential sentence of 175 years.

The charges remain allegations. Filimonov has pleaded not guilty, and the government bears the burden of proving every charge beyond a reasonable doubt at trial.

U.S. Attorney Theodore S. Hertzberg for the Northern District of Georgia said the investigation reflects federal efforts to disrupt large-scale cyber-enabled theft and pursue defendants operating across international borders.

FBI Atlanta Special Agent in Charge Marlo Graham said Filimonov allegedly used spoofed domains and fraudulent login pages to target online banking customers and steal millions of dollars from victims.

The FBI Atlanta Field Office is investigating the case.

International assistance was provided by the Department of Justice’s Office of International Affairs, the Estonian Office of the Prosecutor General, the Estonian Police and Border Guard Board, the Prosecutor General’s Office of Georgia, the Georgian Central Criminal Police Department, and the FBI Office of the Law Enforcement Attaché in Tbilisi.

Assistant U.S. Attorney Jessica C. Morris for the Northern District of Georgia and Senior Counsel Brian Mund of the Justice Department’s Computer Crime and Intellectual Property Section are prosecuting the case. Former CCIPS Trial Attorney Jolee Porter assisted in the investigation.

The Justice Department also pointed to the broader scale of bank account takeover fraud. Since January 2025, the FBI’s Internet Crime Complaint Center has received more than 5,100 complaints involving bank account takeover fraud, with reported losses exceeding $262 million.

Federal authorities continue to advise banking customers to monitor financial accounts closely, use saved bookmarks when navigating to financial institution login pages, and remain alert for phishing attempts designed to capture account credentials.
