FORMER MARINE AND NEW IBERIA POLICE OFFICER PLEADS GUILTY TO FEDERAL TERRORISM CONSPIRACY

LAFAYETTE, La. — A former U.S. Marine and former New Iberia police officer has pleaded guilty to conspiring to provide material support to terrorists after federal prosecutors said he joined an anti-government faction, discussed improvised explosive devices and offered to use his military experience to help advance a planned attack on a logistics facility in California.

Micah James Legnon, 29, of New Iberia, Louisiana, pleaded guilty on September 8, 2026, to Conspiracy to Provide Material Support to Terrorists, in violation of 18 U.S.C. § 2339A(a)(1), according to the U.S. Attorney’s Office for the Western District of Louisiana. His sentencing and formal acceptance of the plea agreement are scheduled before U.S. District Judge David C. Joseph on December 11, 2026, at 2 p.m.

Court records cited by federal prosecutors state that Legnon joined a group known as the Order of the Black Lotus in early 2025. Authorities describe the organization as a faction of the Turtle Island Liberation Front and characterize it in court filings as a radical anti-government group whose members used encrypted communications while discussing explosive attacks.

Those communications went beyond broad political discussion, according to the government’s account.

Members discussed methods for constructing improvised explosive devices and their potential use in what prosecutors described as a specific planned attack against a logistics facility in California. Federal authorities said digital records showed Legnon entered the group understanding its purpose and agreed to contribute his military tactical experience to the effort.

Throughout 2025, Legnon participated in discussions involving IED construction and stored an image of an explosive device accompanied by instructions on his phone, according to the Justice Department.

Federal prosecutors also said Legnon offered to train other participants in urban tactics, combat shooting and target accuracy.

Investigators found that he had downloaded and retained extensive combat-related instructional material covering close-range combat, land navigation, patrolling, ambush tactics and demolition. Authorities also reported finding assault rifles, SWAT and sniper training manuals and other combat-related items at his residence.

The charge to which Legnon pleaded guilty is significant because federal material-support law does not require support to take the form of cash or physical weapons alone.

Under 18 U.S.C. § 2339A, “material support or resources” can include property or services, financial assistance, lodging, training, expert advice or assistance, communications equipment, facilities, weapons, explosives, personnel and transportation when provided with the required knowledge or intent that they be used in preparation for or in carrying out specified terrorism-related offenses. Federal law separately defines training as instruction designed to impart a specific skill and expert advice or assistance as help derived from specialized knowledge.

That statutory framework is directly relevant to the conduct described in Legnon’s case because prosecutors said he offered tactical instruction and specialized military knowledge to members of the group.

A conspiracy violation under §2339A carries a maximum federal prison sentence of 15 years, in addition to a potential fine. If a death results from conduct covered by the statute, the law permits imprisonment for any term of years or life. Legnon’s actual sentence will be determined by the federal court following the sentencing process and applicable statutory and guideline considerations.

U.S. Attorney Zachary A. Keller said the guilty plea reflected the government’s effort to intervene before planned terrorist violence could result in harm.

FBI New Orleans Special Agent in Charge Jonathan Tapp credited the Terrebonne Parish Sheriff’s Office with taking rapid action that helped interrupt the threat and said federal investigators continue working with local and international partners to prevent terrorist violence in Louisiana.

The Justice Department release does not state that the planned California attack was carried out, nor does it report that an explosive device was detonated or that anyone was injured as part of the conspiracy. The federal case centers on Legnon’s admitted participation in the material-support conspiracy and the actions prosecutors say he took to assist its planning and capabilities.

That distinction matters because the guilty plea establishes Legnon’s criminal responsibility for the conspiracy charge, while the government’s account of the contemplated attack describes conduct that authorities say was disrupted before the planned violence occurred.

The investigation was conducted by the Federal Bureau of Investigation, with assistance from the Terrebonne Parish Sheriff’s Office.

The prosecution is being handled by U.S. Attorney Zachary A. Keller and Assistant U.S. Attorney John Nickel, with assistance from Executive Assistant Joanne-Henry Mills and Paralegal Specialist Denise Duhon.

Federal authorities also identified the prosecution as part of the nationwide National Security Presidential Memorandum 7 initiative, which the Justice Department describes as a White House-directed interagency effort bringing federal, state and local authorities together to protect First Amendment rights while investigating and prosecuting individuals and organizations engaged in political violence.

The initiative is led through the investigative and prosecutorial Joint Task Force Vanguard, according to the U.S. Attorney’s Office.

The case is filed in the U.S. District Court for the Western District of Louisiana under Case No. 6:26-CR-00198.

Legnon’s guilty plea places the case beyond the allegation stage as to the conspiracy offense itself. He has admitted guilt to conspiring to provide material support to terrorists. His final punishment remains unresolved until the federal court completes the sentencing process and formally addresses the plea agreement in December.

The prosecution also demonstrates how federal terrorism investigations can focus on specialized skills and operational assistance before an attack is carried out. In this case, prosecutors said Legnon’s military background, tactical knowledge, training offers, explosive-device discussions and stored combat material became part of a conspiracy aimed at giving an extremist group practical capabilities for planned violence.
