RAPID CITY MAN SENTENCED TO MORE THAN 10 YEARS IN FEDERAL PRISON FOR METHAMPHETAMINE CONSPIRACY TARGETING WESTERN SOUTH DAKOTA AND PINE RIDGE RESERVATION

RAPID CITY, S.D. — A 40-year-old man has been sentenced to more than a decade in federal prison for his role in a methamphetamine distribution conspiracy that moved drugs through western South Dakota and onto the Pine Ridge Indian Reservation.

Gaylen Holy Rock was sentenced to 10 years and one month in federal prison, followed by five years of supervised release, after pleading guilty to conspiracy to distribute a controlled substance. U.S. District Judge Camela C. Theeler imposed the sentence on August 31, 2026. Holy Rock was also ordered to pay a $1,000 fine and a $100 special assessment to the Federal Crime Victims Fund.

A federal grand jury indicted Holy Rock in April 2025. He pleaded guilty on March 2, 2026, resolving the conspiracy charge without proceeding to trial.

Federal prosecutors said Holy Rock began working with others in 2023 to distribute methamphetamine within the Pine Ridge Indian Reservation. During the conspiracy, he obtained methamphetamine from co-conspirators operating in the Rapid City area and redistributed the drugs through the reservation.

Authorities attributed more than 500 grams of methamphetamine to Holy Rock during his participation in the conspiracy.

The case reflects the broader trafficking pressure federal and tribal authorities continue to confront across western South Dakota, where drug networks can move narcotics between population centers such as Rapid City and smaller reservation communities.

The Justice Department has prosecuted a series of methamphetamine and fentanyl distribution cases involving trafficking routes extending between Rapid City and Pine Ridge. In a separate 2025 case, federal prosecutors described another conspiracy involving pound quantities of methamphetamine being distributed through both Rapid City and the reservation, demonstrating that Holy Rock’s prosecution sits within a wider pattern of federal narcotics enforcement in the region.

Another South Dakota case announced in April 2026 involved the distribution of multiple pounds of methamphetamine and multiple ounces of fentanyl across Rapid City and the Pine Ridge Indian Reservation.

Holy Rock’s case was investigated by the Badlands Safe Trails Task Force, a multi-agency unit composed of personnel from the Federal Bureau of Investigation, Bureau of Indian Affairs, South Dakota Division of Criminal Investigation, and Oglala Sioux Tribe Department of Public Safety.

That structure places federal, state, and tribal investigators inside the same enforcement framework, a model designed to address crimes that cross jurisdictional boundaries and affect reservation communities.

U.S. Attorney Ron Parsons said the prosecution reflected a coordinated effort by law enforcement agencies across South Dakota to reduce the impact of methamphetamine and other illicit drugs.

Parsons said Holy Rock had chosen to distribute drugs into communities on the Pine Ridge Reservation and would now spend more than a decade in federal custody as a result.

The prosecution was handled by Assistant U.S. Attorney Edward C. Tarbay.

The case was also designated as part of Operation Take Back America, a nationwide Department of Justice initiative that combines resources from federal enforcement programs targeting violent crime, cartels, transnational criminal organizations, and related federal enforcement priorities.

The Justice Department said the initiative incorporates resources from the Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhoods as part of the federal response.

Holy Rock was immediately remanded to the custody of the U.S. Marshals Service following sentencing and began serving his federal prison term.

His sentence closes one portion of a conspiracy that prosecutors said operated through a supply chain connecting Rapid City-area sources with methamphetamine distribution on the Pine Ridge Indian Reservation. The case also reinforces the federal government’s continued use of joint tribal, state, and federal task forces to target narcotics networks operating across western South Dakota.
