FBI NEW HAVEN HSTF INVESTIGATION LEADS TO FEDERAL CHARGES AND MAJOR FENTANYL SEIZURE IN CALIFORNIA

NEW HAVEN, Connecticut — September 17, 2026 — An investigation originating with the FBI New Haven Field Office led federal agents across the country to California, where two downtown Los Angeles residents were arrested and charged with possession with intent to distribute fentanyl following the seizure of more than 42 kilograms of fentanyl pills and powder, along with heroin, cocaine, firearms, ammunition, and drug-processing equipment.

The FBI said its New Haven Homeland Security Task Force developed information that directed investigators to California. Agents from FBI New Haven then worked with FBI Los Angeles, the Drug Enforcement Administration, and other law enforcement partners to locate the suspected narcotics operation and prevent the drugs from reaching communities in Connecticut and elsewhere across the United States.

According to the federal complaint cited by the FBI, investigators seized approximately 42.6 kilograms of fentanyl pills and powder, roughly one kilogram of heroin, and 7.2 kilograms of cocaine from an apartment investigators believe was being used as a stash house. Authorities also recovered firearms, ammunition, drug-processing equipment, and additional evidence during the operation.

The scope of the seizure illustrates the interstate nature of major narcotics investigations. Information developed in Connecticut ultimately resulted in enforcement activity thousands of miles away in Los Angeles, requiring coordination among multiple FBI field offices and the DEA. The investigation remains active, with the FBI New Haven HSTF, FBI Los Angeles Regional Suppression Program, and DEA continuing their work.

Because the case is at the charging stage, the accusations contained in the federal complaint remain allegations. The two defendants have been charged with federal drug offenses, but those charges do not constitute convictions.

“This case is a result of tireless work by FBI New Haven HSTF Agents and our partners to identify and disrupt those responsible for trafficking deadly drugs into our communities,” FBI New Haven Special Agent in Charge P.J. O’Brien said. O’Brien described the quantity of fentanyl alleged in the case as staggering and said HSTF Connecticut intends to continue following evidence across jurisdictions in an effort to dismantle drug-trafficking networks and protect Connecticut communities.

The Connecticut investigation forms part of a broader FBI Homeland Security Task Force structure operating across the country. FBI congressional testimony from 2026 states that the Bureau and the Department of Homeland Security co-lead 59 Homeland Security Task Forces nationwide, involving more than 9,000 federal agents, task force officers, and analysts. The FBI said the system brings together more than 20 federal agencies and approximately 440 state, local, and international law enforcement partners.

Those task forces are designed to combine intelligence, investigative resources, and enforcement capabilities across jurisdictions when criminal activity extends beyond the boundaries of a single city or state. Drug trafficking is one of the areas in which that structure has been used, particularly when investigations involve interstate distribution networks, organized criminal groups, firearms, or large quantities of controlled substances.

The FBI has reported substantial enforcement activity through HSTF operations. According to Bureau testimony, a coordinated national surge conducted between August 25 and October 7, 2025, produced 400 operations, 3,266 federal arrests, seizures totaling 91 metric tons of drugs, 1,067 weapons, and more than $3.2 million in U.S. currency. Those figures represent nationwide HSTF activity and are separate from the New Haven investigation announced September 17.

The New Haven case shows how that national structure can function in practice. Investigators in Connecticut developed the initial information, agents carried the investigation into California, federal partners coordinated enforcement activity, and authorities seized a substantial quantity of narcotics before the investigation had concluded.

Fentanyl remains a central focus of federal narcotics enforcement because extremely small quantities can carry severe risks when the substance enters illegal drug markets. In this case, investigators were not dealing with a small retail-level seizure. The quantities described by the FBI point to an investigation involving significant suspected distribution activity, accompanied by additional narcotics, weapons, ammunition, and processing equipment.

FBI New Haven said it will continue working with federal, state, and local partners to identify trafficking organizations, interrupt the movement of illegal narcotics, and pursue those responsible through federal investigations. The September 17 operation demonstrates how intelligence developed by one field office can trigger enforcement activity on the opposite side of the country when investigators believe the underlying network threatens communities across multiple states.
