NEWPORT NEWS MAN SENTENCED TO 10 YEARS IN FEDERAL PRISON FOR RECEIVING CHILD SEXUAL ABUSE MATERIAL

NEWPORT NEWS, Virginia — September 17, 2026 — A Newport News man has been sentenced to 10 years in federal prison after pleading guilty to receiving child sexual abuse material through online messaging platforms and possessing hundreds of illegal images and dozens of videos across multiple electronic devices.

William Thomas Alley, 41, received the sentence from U.S. District Judge Jamar K. Walker in the Eastern District of Virginia. Alley had previously pleaded guilty to receiving child sexual abuse material, or CSAM, after investigators determined that he used Kik and Telegram to communicate with other users about the material and solicit additional files online.

The case moved forward after the FBI searched Alley’s place of employment in December 2025. Federal authorities said Alley was living at the location at the time of the search. Agents seized seven electronic devices during the operation.

Investigators later identified 398 images and 58 video files containing child sexual abuse material on Alley’s devices. The Justice Department said the material included images involving very young children and other aggravated categories of abuse.

The underlying conduct was not limited to passive possession. Court records cited by federal prosecutors show that Alley used Kik and Telegram to discuss CSAM with other users and actively solicit additional material. That distinction is significant because the federal offense for which Alley was convicted involved receipt, meaning the government established that he knowingly received prohibited material through means affecting interstate or foreign commerce, including by computer.

Federal law treats receipt of child sexual abuse material as a serious felony. In Alley’s case, the offense exposed him to a mandatory minimum prison term of five years and a maximum of 20 years. His 10-year sentence falls within that statutory range.

The investigation was led by the FBI, with assistance from the Southern Virginia Internet Crimes Against Children Task Force at the Bedford County Sheriff’s Office. The coordinated structure of the investigation reflects the way child exploitation cases are often handled, with federal agents and specialized digital-crimes task forces combining investigative and forensic resources.

Theophani K. Stamos, First Assistant U.S. Attorney for the Eastern District of Virginia; Dominique Evans, Special Agent in Charge of the FBI’s Norfolk Field Office; and Steve R. Drew, Chief of Newport News Police, announced the sentencing following Judge Walker’s decision. Assistant U.S. Attorney Peter G. Osyf prosecuted the case.

The case was brought under Project Safe Childhood, a nationwide Justice Department initiative launched in 2006 to combat child sexual exploitation and abuse. The program is led by U.S. Attorneys’ Offices and the Department of Justice’s Child Exploitation and Obscenity Section and is designed to coordinate federal, state, and local resources to identify offenders, prosecute internet-based exploitation cases, and locate victims.

Project Safe Childhood cases frequently involve digital evidence obtained from phones, computers, cloud accounts, social-media services, and messaging platforms. Investigators use forensic analysis to determine what material was possessed, how it was obtained, whether it was distributed, and whether additional victims or offenders can be identified.

The Eastern District of Virginia has continued to pursue a significant number of child exploitation prosecutions under the initiative. In May 2026, the district reported that Alley was among 15 defendants prosecuted in child exploitation cases during April. At that point, he had already pleaded guilty and was awaiting sentencing.

Alley’s sentence now closes the principal sentencing phase of his federal case. He is no longer facing an allegation or unresolved charge: he pleaded guilty to receiving child sexual abuse material and has been sentenced to 10 years in federal prison.

The case also illustrates the role encrypted and private messaging platforms can play in child exploitation investigations. Digital communications that begin as conversations between users can develop into evidence of solicitation, receipt, distribution, or organized exchange of illegal material, leaving investigators to reconstruct activity across devices, accounts, and online services.

For federal investigators, the objective extends beyond securing a conviction against a single offender. Each recovered file can potentially contain information connected to an unidentified victim, another offender, or a broader network. That is one reason cases involving hundreds of images and multiple videos can generate investigative leads well beyond the original defendant.

The 10-year sentence imposed on William Thomas Alley reflects the seriousness federal courts place on the receipt and possession of child sexual abuse material and the continuing emphasis by the FBI, Justice Department, and Internet Crimes Against Children task forces.
