ALBUQUERQUE, NEW MEXICO — A 43-year-old Bosnian arms dealer has been sentenced to five years in federal prison for participating in an international scheme to illegally broker the purchase of North Korean surface-to-air missiles in violation of United States sanctions and export restrictions. Federal authorities confirmed that Sasa Micev, a citizen of Bosnia, worked with a New Mexico-based co-conspirator and other individuals to arrange the prohibited weapons transaction despite knowing that dealings involving North Korean military equipment were restricted.
The sentence was announced October 14, 2026, by the United States Department of Justice following Micev’s guilty plea to violations of the International Emergency Economic Powers Act and the North Korea Sanctions Regulations.
According to federal court documents, Micev attempted to arrange the purchase of SA-18 Igla man-portable air defense systems, commonly known as MANPADS. These portable surface-to-air missile systems are designed to engage aircraft and represent a significant security concern when transferred through unauthorized international weapons networks.
The attempted transaction originated in discussions conducted during 2020 between Micev, a co-conspirator based in New Mexico, and other individuals involved in obtaining the weapons from North Korea.
Investigators established that Micev provided pricing information, participated in efforts to secure the missiles through falsified documentation, and continued working toward the transaction despite his knowledge of applicable sanctions and legal restrictions.
The arrangement required authorization under United States sanctions regulations administered by the Department of the Treasury’s Office of Foreign Assets Control (OFAC). Micev and his associates did not possess the necessary licenses or approvals to conduct the proposed transaction.
In late 2020, Micev and the New Mexico-based co-conspirator traveled to Ankara, Turkey, intending to meet with individuals involved in the proposed sale and complete the purchase of the missiles.
The transaction ultimately collapsed following a disagreement over pricing with the North Korean participants. Although the sale was not completed, the failed negotiations did not eliminate the criminal liability associated with Micev’s admitted participation in the prohibited scheme.
The weapons involved were particularly sensitive because portable air defense systems can threaten military and civilian aviation if obtained by unauthorized actors. MANPADS combine portability with the capability to engage airborne targets, making their unlawful international distribution a longstanding concern for governments and security agencies.
The SA-18 Igla is a shoulder-fired, infrared-guided surface-to-air missile system associated with Soviet-era weapons development. Its relatively compact configuration allows it to be transported and operated without the extensive infrastructure required for larger air defense systems.
Restrictions on international transfers of these weapons are intended to limit their movement into unauthorized markets and prevent prohibited military transactions from supporting sanctioned governments or armed organizations.
North Korea remains subject to extensive United States sanctions governing financial transactions, trade, and other dealings involving designated activities and entities. Its weapons-related transactions are also restricted under multiple United Nations Security Council resolutions.
The International Emergency Economic Powers Act (IEEPA) provides statutory authority for certain economic sanctions imposed in response to declared national emergencies involving foreign threats. Regulations administered by OFAC establish prohibitions and licensing requirements for covered transactions.
Violations can result in criminal prosecution when individuals knowingly engage in prohibited conduct. In Micev’s case, the government established that he understood the restrictions and nevertheless participated in efforts to obtain the missiles.
The prosecution also demonstrates the international reach of federal sanctions enforcement when a prohibited transaction involves participants operating across several countries.
Although Micev is a Bosnian citizen and the attempted meeting occurred in Turkey, the involvement of a New Mexico-based co-conspirator formed part of the United States investigation and subsequent federal prosecution.
The Justice Department has not publicly identified the co-conspirator in its October 14 announcement or specified additional criminal dispositions involving other participants in the attempted transaction.
Ryan Ellison, First Assistant United States Attorney for the District of New Mexico, emphasized that sanctions enforcement depends on holding individuals accountable when they knowingly attempt to circumvent legal restrictions.
Ryan G. McRae, Acting Special Agent in Charge of Homeland Security Investigations in El Paso, described attempts to traffic restricted military equipment as a threat to national security and international stability.
The investigation was conducted by Homeland Security Investigations’ Albuquerque and Phoenix Field Offices, whose work involved examining the international transaction and establishing the conduct underlying the federal charges.
Micev’s guilty plea resolved his criminal responsibility for the offenses to which he admitted guilt. The court subsequently imposed a sentence of 60 months in federal prison, equivalent to five years.
The prosecution was handled by Assistant U.S. Attorneys Tavo Hall and Holland Kastrin of the District of New Mexico, with assistance from Trial Attorney Maria Fedor of the Justice Department’s National Security Division, Counterintelligence and Export Control Section.
The participation of the National Security Division reflects the federal government’s treatment of sanctions evasion and restricted military transactions as matters involving national security enforcement.
The case underscores the legal consequences of attempting to procure prohibited weapons even when the intended transaction fails before completion. Micev’s admitted conduct involved negotiations, pricing arrangements, falsified documentation, and international travel directed toward acquiring North Korean military equipment without authorization.
Sasa Micev has been convicted through his guilty plea and sentenced to five years in federal prison for his role in the attempted North Korean missile transaction. The prosecution demonstrates the enforcement of United States sanctions against individuals who knowingly facilitate prohibited international weapons deals, regardless of whether the weapons are ultimately delivered.
