FBI REPORTS HISTORIC DROP IN VIOLENT CRIME AS MILWAUKEE TASK FORCES DISMANTLE GANG OPERATIONS AND TARGET ARMED ROBBERIES

MILWAUKEE, WISCONSIN — Violent crime across the United States declined sharply in 2025, with new FBI statistics showing historic reductions in murder, robbery, and other serious offenses. The FBI’s Milwaukee Field Office is highlighting those national figures alongside major Wisconsin investigations that resulted in 30 gang-related convictions, two life sentences connected to a murder-for-hire conspiracy, and a lengthy federal prison sentence for a serial armed robber.

In an October 14, 2026, statement, Alan Karr, Special Agent in Charge of the FBI’s Milwaukee Field Office, reported that violent crime decreased nationally by an estimated 9.3% from 2024 to 2025, marking the largest annual decline in the violent crime rate since the Bureau began producing national estimates in 1936.

The FBI’s Uniform Crime Reporting Program also recorded an 18.1% decrease in murder and nonnegligent manslaughter, an 18.5% decline in robbery, and a 12.4% reduction in property crime. Wisconsin followed the national downward trend across those categories.

Additional national figures showed rape offenses falling by an estimated 7.6% and aggravated assaults declining by 7.2%. The decreases were reflected across several major categories of offenses reported to participating law enforcement agencies.

The national murder rate fell to 4.1 deaths per 100,000 residents, matching the rates recorded in 1955 and 1956. The FBI identified the reduction as part of the largest year-over-year decline in the murder rate since its national crime estimates began.

The statistics come from the Bureau’s 2025 Reported Crimes in the Nation data, which draws on information submitted by law enforcement agencies across the country. More than 17,000 agencies participated in the FBI’s preliminary 2025 reporting process, representing approximately 96% of the United States population.

The FBI estimated that approximately 1.12 million violent offenses occurred nationwide in 2025, producing a rate of 327.6 offenses per 100,000 inhabitants, compared with 362.9 in 2024. The figures demonstrate a substantial decline while confirming that violent crime remains a major public safety concern.

Karr also reported that preliminary information covering January through June 2026 indicated continued decreases in violent crime, murder, robbery, and property crime. Those early estimates describe developing trends and remain subject to further reporting and analysis.

The Milwaukee field office attributed progress in combating violent crime to cooperation among federal, state, local, and tribal law enforcement agencies, particularly through joint investigations targeting organized criminal activity.

Karr stated that the FBI has implemented more than 60 organizational changes over approximately 18 months, with an emphasis on improving operational flexibility, accelerating investigative responses, and addressing emerging criminal threats.

The Milwaukee office pointed to a multiyear investigation involving a neighborhood-based criminal gang whose members participated in violent offenses, firearms violations, and a large-scale unemployment benefits fraud conspiracy.

According to the FBI, 30 members of the organization were convicted following investigations that uncovered the fraudulent acquisition of more than $10 million in federal unemployment benefits.

Gang members submitted false applications for government benefits and used the proceeds to purchase firearms, controlled substances, jewelry, and vacations. The fraudulent payments provided financial resources that supported the organization’s activities.

The investigation also exposed serious acts of violence connected to the group, including a murder-for-hire conspiracy involving Lawrence Turner and Ronnell Bowman.

Both men were sentenced to life in federal prison for their roles in arranging the killing of a victim targeted because of his association with an individual against whom Bowman sought revenge.

Investigators established that Turner and Bowman each provided $10,000 toward the planned killing. The victim was subsequently ambushed and murdered.

The case demonstrated how financial fraud proceeds can become connected to violent criminal operations. The gang’s activities also involved federal firearms offenses, including possession of machine guns, unlawful transfers of firearms to convicted felons, and illegal firearm possession.

A separate investigation conducted through the Milwaukee Area Violent Crime Task Force resulted in the sentencing of Jeremiah Tyler to 16 years and six months in federal prison for a series of armed robberies.

According to the FBI, Tyler committed seven robberies and attempted two additional robberies during an approximately month-long crime spree.

He brandished a firearm during the offenses and discharged a weapon during one robbery, creating a significant threat to victims and other individuals present during the incidents.

The investigation brought together multiple law enforcement agencies to identify Tyler, connect the separate robberies, and develop the evidence necessary for federal prosecution.

Karr identified coordinated enforcement as a central priority for the Milwaukee Field Office, emphasizing continued efforts to disrupt organized criminal networks and pursue individuals responsible for violence within Wisconsin communities.

The national decline in reported crime provides a broader statistical backdrop for these local investigations. The FBI’s Uniform Crime Reporting data measures offenses reported to participating agencies, while individual prosecutions document the outcomes of specific criminal investigations.

Although the FBI has connected recent improvements to coordinated law enforcement activity and internal operational changes, national crime statistics alone do not establish how much of the decline resulted from any particular program or enforcement strategy.

Crime trends can also vary substantially among communities. A nationwide reduction does not mean every municipality experienced an identical decrease, making local crime data and individual investigative outcomes important when evaluating public safety conditions.

The Milwaukee Field Office has stated that it will continue working with federal, state, local, and tribal partners to investigate violent criminal organizations, firearms offenses, and other emerging threats.
