AMARILLO, TEXAS — Five defendants are facing federal charges following an investigation into an alleged firearms trafficking network accused of supplying weapons and ammunition to the Sinaloa Cartel while participating in narcotics trafficking and illegal firearm purchases. A 13-count superseding indictment returned by a federal grand jury in the Northern District of Texas includes allegations of conspiring to provide material support to a designated foreign terrorist organization, trafficking controlled substances, and using fraudulent purchases to obtain firearms for criminal associates.
U.S. Attorney Ryan Raybould announced the charges in October 2026 following the September 24 superseding indictment. The prosecution names Loyd Walter Hall, also known as “Jamie Hall” and “James William,” along with Jesus Quezada Meza, Omar Velasquez, Catlynn Ann Townsend, and Johnnie Wayne Corbett, 42, of Amarillo.
Hall, Meza, Velasquez, and Townsend were originally indicted on June 25, 2026. The superseding indictment added Corbett as a fifth defendant, expanding the federal prosecution. Corbett was arrested by federal agents on October 17 and subsequently appeared before a U.S. magistrate judge.
According to federal prosecutors, Hall coordinated efforts to obtain firearms, ammunition, and related equipment intended for the Sinaloa Cartel, a Mexico-based criminal organization with an extensive history of drug trafficking and organized violence. The United States formally designated the cartel as a foreign terrorist organization on February 20, 2025, creating additional legal consequences for individuals accused of knowingly providing qualifying material support to the organization.
The indictment also describes a conspiracy involving controlled substances intended for unlawful importation into the United States. Federal authorities identify fentanyl, heroin, and cocaine among the drugs associated with the alleged operation.
Hall is additionally accused of using and possessing firearms in furtherance of drug trafficking crimes. According to prosecutors, the weapons included semiautomatic firearms allegedly intended to support narcotics operations and provide protection for criminal activities associated with the organization.
Federal prosecutors accuse the defendants of participating in a straw-purchasing conspiracy. Under such arrangements, an individual acquires a firearm from a federally licensed dealer while falsely representing that the purchase is for personal use, when the weapon is actually being obtained for another person.
The defendants also face allegations involving false statements made to federally licensed firearms dealers. Prosecutors assert that fraudulent information was supplied on ATF Form 4473 and related purchasing records to misrepresent the actual buyers and conceal the intended transfers.
The investigation was conducted by the Bureau of Alcohol, Tobacco, Firearms and Explosives Dallas Field Division, with substantial assistance from Homeland Security Investigations Dallas, local law enforcement agencies, and personnel associated with High Intensity Drug Trafficking Areas task forces.
The Dallas task force includes personnel from the FBI, Drug Enforcement Administration, ATF, Homeland Security Investigations, U.S. Marshals Service, Internal Revenue Service, U.S. Postal Inspection Service, and U.S. Secret Service. Participating state and local agencies include the Texas Department of Public Safety, Dallas Police Department, and Dallas County Sheriff’s Office.
Although the charges involve allegations of international firearms and narcotics trafficking, the Justice Department has not publicly established that every weapon described in the alleged conspiracy reached the Sinaloa Cartel or that every proposed narcotics transaction was completed. Those questions remain subject to the evidence presented through the federal prosecution.
Hall faces a maximum possible sentence of life in federal prison if convicted of the applicable charges. Meza and Velasquez each face up to 15 years of imprisonment, while Townsend and Corbett each face maximum potential sentences of five years.
According to the Justice Department’s October announcement, Hall, Meza, and Velasquez remain in federal custody. Corbett is also detained following his arrest, while Townsend has been issued a summons to appear in court.
Assistant U.S. Attorneys Colleen Bloss and Marbel Munoz, assigned to the Northern District of Texas Narcotics, Homeland Security Task Force, and Asset Forfeiture section, are prosecuting the case.
All five defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt. An indictment constitutes a formal accusation and does not establish that the alleged criminal conduct occurred.
