EAST ST. LOUIS, ILLINOIS — A 36-year-old St. Louis man faces a federal arson charge following fires at two neighboring massage parlors in Cahokia Heights, Illinois, that left one business heavily damaged and resulted in the recovery of a body. Federal authorities are investigating the circumstances surrounding the October 19, 2026, incident as prosecutors prepare to present evidence to a grand jury.
Quentin Hanks was charged by federal criminal complaint with one count of arson in connection with fires at Fuji Super Spa and One Spa, two commercial establishments located along South 88th Street in the Metro East region near St. Louis. The U.S. Attorney’s Office for the Southern District of Illinois announced the charge on October 21.
According to the criminal complaint, Hanks allegedly set couches on fire inside both businesses during the early morning hours of October 19. Fuji Super Spa was located at 240 South 88th Street, while One Spa operated nearby at 220 South 88th Street. Emergency authorities received a 911 report at approximately 3 a.m., prompting a response from firefighters and law enforcement personnel.
Firefighters encountered severe conditions at Fuji Super Spa, where flames spread through the structure and compromised the building. According to information provided by responding fire officials, eight people were believed to have been inside when the fire began, with seven escaping. Firefighters initially attempted to search for the missing individual but were forced to withdraw because of the intensity of the fire.
The response was complicated by limited access to nearby fire hydrants, requiring crews to transport water to the scene. The extensive structural damage also presented difficulties for investigators examining the building and searching for the missing person.
Authorities subsequently recovered a body from the fire scene. As of the October 21 federal announcement, an autopsy remained pending. Officials had not publicly released the deceased individual’s identity or confirmed the cause and manner of death. The federal complaint announced against Hanks concerned arson, and prosecutors had not announced a separate homicide charge.
Investigators determined that the fires originated from couches deliberately ignited inside the two establishments. Special agents and certified fire investigators from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) responded alongside state and local authorities to examine the fire scenes, determine their origins, and collect evidence relevant to the federal investigation.
ATF Chicago Field Division Special Agent in Charge Christopher Amon emphasized that intentionally setting fire to an occupied or potentially occupied commercial building can endanger employees, customers, emergency responders, and neighboring properties. The agency’s certified fire investigators specialize in analyzing fire damage, identifying potential ignition sources, and assisting criminal investigations involving suspected arson.
U.S. Attorney Steven D. Weinhoeft described the complaint as an initial step in the prosecution and confirmed that federal authorities intend to conduct a full grand jury investigation before seeking an indictment. The complaint represents a preliminary criminal accusation rather than a grand jury determination or a finding of guilt.
Hanks is scheduled to make his initial federal court appearance on Friday, October 23, at 9:30 a.m. in East St. Louis. Further proceedings will determine whether prosecutors obtain an indictment and whether additional charges are supported by the evidence gathered during the investigation.
The investigation involves ATF, the Office of the Illinois State Fire Marshal, the Cahokia Heights Police Department, the Signal Hill Fire Department, and the St. Clair County Coroner’s Office. Assistant U.S. Attorneys Jennifer Hudson and Cahal McColgan are prosecuting the federal case.
The pending autopsy and continuing fire investigation remain important to establishing the full circumstances of the incident, including the death associated with the scene. Hanks is presumed innocent of the federal arson charge unless and until the government proves his guilt beyond a reasonable doubt in court.
