FRESNO, CALIFORNIA — A Fresno lending executive has been indicted on federal charges involving an alleged fraud scheme that generated at least $64 million through unauthorized agricultural loans, fraudulent financial transactions, identity theft, and the sale of nonexistent loan interests. Ron Cook, 58, operated the alleged scheme through Corporate America Lending (CAL), a Fresno-based company serving farmers, ranchers, and other agricultural businesses, according to an announcement issued November 2, 2026, by U.S. Attorney Eric Grant for the Eastern District of California.
Cook faces multiple charges involving false statements to the federal government, wire fraud, aggravated identity theft, and money laundering. Federal authorities arrested him at his Fresno office on November 2, with his initial court appearance scheduled for later that afternoon. The indictment alleges that Cook used his position within the agricultural lending industry to misrepresent financial transactions, obtain money without authorization, and conceal proceeds from individuals and institutions that had invested in loans originated through his company.
Corporate America Lending originated loans for agricultural borrowers before selling interests in those loans to investors, financial institutions, and the Federal Agricultural Mortgage Company, commonly known as Farmer Mac. The federally chartered institution operates within the agricultural finance system to support access to financing for farmers, ranchers, and rural businesses. According to prosecutors, Cook exploited these lending arrangements to obtain funds through transactions that borrowers and investors either did not authorize or did not know were fraudulent.
One of the central allegations involves a $58 million agricultural loan that Cook originated and sold to a financial company. Beginning in 2023, the borrowers refinanced the loan through a second financial company without the original lender knowing that the refinancing had occurred. Prosecutors allege that Cook made false representations to the borrowers and both financial companies, enabling him to obtain the $58 million refinancing proceeds while preventing the original lender from discovering the transaction.
Rather than directing those funds toward the legitimate financial obligations associated with the refinancing, Cook allegedly retained the money for his own purposes. When the original financial company eventually learned about the transaction, prosecutors allege that Cook transferred the proceeds to friends and associates to conceal their location. Those transfers form the basis of the money laundering charges included in the indictment.
Federal investigators also identified alleged fraudulent activity involving other CAL customers and investors. According to the indictment, Cook obtained agricultural loans from Farmer Mac using customers’ identities without their knowledge or authorization. Prosecutors allege that he submitted false information to secure financing in the names of individuals who had not agreed to the transactions. These activities resulted in charges involving aggravated identity theft and false statements to the federal government.
The alleged scheme extended to investors who purchased financial interests through Cook’s lending operation. Federal prosecutors accuse him of selling interests in loans that did not exist, causing investors to commit funds to purported agricultural financing arrangements unsupported by legitimate underlying loans. These transactions allegedly allowed Cook to obtain additional money while concealing the actual condition of his business operations.
According to court records described by the Justice Department, Cook used proceeds from the alleged scheme to support his personal lifestyle and repay debts owed to certain customers and investors who had discovered irregularities and threatened to pursue criminal charges. Prosecutors also allege that some of the money was used to make political donations. The announcement did not identify the recipients of those contributions or allege that the recipients participated in the fraudulent activity.
If convicted, Cook faces a maximum sentence of 30 years in federal prison and a $250,000 fine on the false statements charge. Each wire fraud and money laundering charge carries a maximum penalty of 20 years in prison and a fine of up to $250,000. Each aggravated identity theft charge carries a mandatory two-year prison sentence that must run consecutively to the punishment imposed for other offenses. Any sentence would be determined by the court after considering applicable federal statutes, sentencing guidelines, and the circumstances of the case.
The FBI conducted the investigation, and Assistant U.S. Attorneys Arelis Clemente and Joseph Barton are prosecuting the case.
The Justice Department also referenced the establishment of its National Fraud Enforcement Division on April 7, 2026, as part of broader federal efforts to investigate and prosecute financial fraud. The division’s work includes combating schemes that exploit individuals, businesses, financial institutions, and federal programs.
The allegations highlight the potential consequences of fraudulent activity within agricultural lending, where significant financial transactions depend on accurate borrower information, legitimate loan documentation, and the integrity of institutions responsible for originating and transferring loan interests. Cook has been charged but not convicted, and the government must prove its allegations beyond a reasonable doubt. He is presumed innocent unless and until proven guilty in federal court.
