WASHINGTON, D.C. — The U.S. Department of Justice announced on November 5, 2026, the establishment of its Super Intelligence Task Force (DOJ-SITF), a federal initiative designed to coordinate law enforcement efforts involving advanced artificial intelligence technologies, protect American technological development, and address the misuse of Super Intelligence (SI) by foreign governments, criminal organizations, and other actors engaged in unlawful activities. The announcement follows an October 13 memorandum issued by Attorney General Todd Blanche establishing the task force and outlining its responsibilities across the Justice Department.
The initiative operates in coordination with the federal Super Intelligence Force (SIF), established under Executive Order 14434, Inaugurating the Era of Super Intelligence, signed September 29, 2026. According to the Attorney General’s memorandum, the Justice Department’s task force will work to safeguard American leadership in advanced intelligence technologies while identifying and prosecuting individuals or organizations that exploit those capabilities for criminal purposes. Its responsibilities include coordinating federal investigations, developing enforcement priorities, and supporting lawful technological innovation.
The DOJ-SITF will be led by Associate Attorney General Stanley E. Woodward Jr. and Associate Deputy Attorney General Stephen Weiss, who were designated to serve as co-chairs on the Attorney General’s behalf. The task force will coordinate with SI Force Chair Jay Clayton and serve as the Justice Department’s principal contact with the broader federal initiative. Its membership includes representatives from the FBI, National Security Division, Criminal Division, Civil Division, Antitrust Division, National Fraud Enforcement Division, Office of the Solicitor General, and Attorney General’s Advisory Committee, along with additional officials designated by the Attorney General.
A central responsibility of the task force will be identifying criminal activity involving the misuse of advanced intelligence systems. The Justice Department specifically identified foreign state and state-sponsored actors, transnational criminal organizations, and individuals or corporations engaged in fraud or other unlawful conduct as potential enforcement priorities. The initiative also addresses threats to American taxpayers, critical infrastructure, and national security where SI capabilities are used to facilitate illegal operations.
The Attorney General’s memorandum establishes a coordinated approach to federal criminal and civil enforcement involving Super Intelligence. The task force will organize investigations across Justice Department components and U.S. Attorneys’ Offices, resolve jurisdictional or operational conflicts between overlapping matters, and recommend enforcement priorities designed to protect public safety. It will also develop guidance for prosecuting unlawful SI-related conduct and evaluating organizational compliance measures.
Another significant component involves the consolidation of existing federal artificial intelligence enforcement activities. The memorandum directs that the Artificial Intelligence Task Force announced by former Attorney General Pam Bondi on January 9, 2026, cease operating as a separate body and be incorporated into the DOJ-SITF. Its existing matters, work products, personnel details, and reporting obligations are transferred to the new task force, placing those responsibilities within the expanded Super Intelligence enforcement structure.
The DOJ-SITF will also coordinate affirmative civil litigation involving SI technologies and examine potential legislative or regulatory proposals through the Department’s Offices of Legal Policy and Legislative Affairs. According to the memorandum, those recommendations are intended to support technological innovation without imposing unnecessarily burdensome regulatory requirements. The task force’s responsibilities therefore extend beyond criminal prosecution to include legal policy development, interagency coordination, and the evaluation of safeguards governing emerging intelligence capabilities.
Attorney General Blanche described the initiative as part of the federal government’s effort to preserve American leadership in advanced intelligence technology while preventing malicious exploitation. He emphasized that American innovators would continue driving SI development and that the Justice Department would pursue individuals who unlawfully use those technologies against taxpayers, critical infrastructure, or national security interests.
Woodward emphasized the department’s responsibility to address the misuse of emerging technologies while supporting American innovation. Weiss emphasized stronger reporting on SI-related risks and responses, the use of existing law enforcement authorities to deter misuse, and the importance of companies maintaining vigorous internal controls.
The memorandum establishes additional coordination procedures for investigations and prosecutions involving Super Intelligence. Justice Department components and U.S. Attorneys’ Offices may be required, at the task force’s request, to provide notification when opening investigations, pursuing criminal charges, or preparing final resolutions involving SI-related matters. These procedures are intended to reduce conflicts between federal investigations while improving oversight and communication among participating offices.
The Attorney General also specified that the notification process must not interfere with urgent law enforcement operations. The memorandum expressly allows exceptions for circumstances involving imminent threats to public safety or the potential loss of evidence, preserving the authority of investigators and prosecutors to respond when immediate action is necessary. It further states that the directive concerns the Justice Department’s internal management and does not establish new legal rights or enforceable benefits for outside parties.
The creation of the DOJ-SITF introduces a dedicated federal coordination structure for addressing the legal and security challenges associated with Super Intelligence. The initiative combines national security investigations, criminal enforcement, civil litigation, fraud prevention, and technology policy within a single departmental framework. Although the November 5 announcement identifies the task force’s leadership and principal responsibilities, it does not announce specific criminal prosecutions, new statutory offenses, or mandatory compliance rules applicable to all SI developers.
The Justice Department’s approach reflects a broader federal effort to strengthen protections around emerging intelligence systems while maintaining domestic technological development. As increasingly capable AI technologies enter commercial, governmental, and critical infrastructure environments, federal authorities will face complex questions involving unauthorized access, criminal misuse, organizational safeguards, and accountability. The DOJ-SITF is intended to provide a coordinated enforcement response to those challenges while preserving the ability of American innovators to develop and deploy advanced intelligence technologies within the law.
