Taiwan’s most vital sectors are under siege.
A calculated, state-aligned cyber onslaught—traced back to China—has been quietly chipping away at Taiwan’s critical infrastructure. According to new findings from Cisco Talos, an advanced persistent threat group identified as UAT-5918 has been executing a multi-pronged cyberespionage operation targeting Taiwan’s telecommunications, healthcare, IT systems, and broader infrastructure grid.
This isn’t random. It’s strategic. And it’s not just one group.
The Culprits: UAT-5918 and Familiar Typhoons
Cisco Talos researchers found clear overlap between UAT-5918 and known Chinese state-sponsored threat actors, including Volt Typhoon and Flax Typhoon—notorious for surveillance ops and long-term infiltration.
UAT-5918’s playbook is a familiar one:
- Exploit unpatched public-facing web and app servers
- Deploy open-source tools to stealthily move laterally through networks
- Harvest credentials and establish admin-level persistence
Several of these tools and techniques mirror those used by Volt Typhoon, Flax Typhoon, and even lesser-known but still potent actors like Famous Sparrow and Earth Estries—all linked back to Chinese cyber-ops.
Strategic Espionage, Not Smash-and-Grab
This isn’t a smash-and-grab. It’s a cold, deliberate attempt to gain long-term access and operational control over systems that keep Taiwan functioning.
Even more alarming: The timing. China’s military is escalating drills around Taiwan’s borders—both sea and air maneuvers—while its cyber forces are simultaneously breaching internal systems. It’s pressure from both the outside and the inside.
The Bigger Picture: U.S. Sanctions, IoT Weaponization, and Global Targets
In January, the U.S. sanctioned a Chinese cybersecurity firm for allegedly supporting Flax Typhoon’s infrastructure. But it may be too little, too late. These groups aren’t just targeting Taiwan. Victims have been identified in Southeast Asia, North America, and even Africa.
And they’re getting creative. FBI Director Christopher Wray warned that Flax Typhoon has hijacked IoT devices—surveillance cameras, DVRs, even basic storage devices—to form vast botnets. According to Wray, half of those infected devices were in the United States.
The FBI did act—removing malware and seizing control of their internet infrastructure via court authorization. But with new threat actors constantly emerging, the digital battlefield is constantly shifting.
Operation FishMedley: Another Cyber Tentacle
On the same day Cisco’s report dropped, cybersecurity firm ESET highlighted another Chinese operation: Operation FishMedley, tied to the Chengdu-based cybersecurity outfit i-Soon, also known as FishMonger in operational circles.
This campaign hit governments and private companies in Taiwan, the U.S., France, Hungary, Turkey, and Thailand, utilizing state-sponsored Chinese toolkits and tactics.
Much of the evidence behind this campaign surfaced through a U.S. indictment released earlier this month, further tying China’s private-sector contractors to government espionage objectives.
Taiwan Raises the Alarm — China Doubles Down
In the face of cyberattacks and military intimidation, Taiwan is sounding alarms—but China is firing back. This week, Beijing accused four Taiwanese military-linked individuals of cyberespionage against the mainland. Meanwhile, Chinese Foreign Ministry spokesperson Mao Ning condemned a U.S. move to drop the “one-China principle” from a government website, claiming it encouraged “Taiwan separatist forces.”
But the reality is crystal clear:
This is a coordinated cyber campaign. This is digital warfare. And Taiwan is just the first domino.
