In 2024, cybercrime officially shattered records in the United States. The FBI’s Internet Crime Complaint Center (IC3) received over 880,000 complaints, tallying a jaw-dropping $16.6 billion in losses — the highest in both metrics since IC3’s founding in 2000.
But these are just the cases that got reported.
According to Cynthia Kaiser, Deputy Assistant Director of the FBI’s Cyber Division, that number is “absolutely underreported.” Many victims, especially businesses, choose silence over public embarrassment, legal exposure, or regulatory fallout.
“It’s hard to have numbers tell the full story,” Kaiser admitted. “But the more data we get, the better we can identify the patterns.”
THE MOST COMMON CRIMES — AND THE MOST DANGEROUS ONES
The IC3 report breaks down the top complaint categories:
- Phishing & variants – 193,407 cases
- Extortion – 86,415
- Personal data breaches – 64,882
- Non-payment/non-delivery – 49,572
- Investment scams – 47,919
While fraud dominates numerically, the most strategically threatening attack vector remains ransomware, which saw a 9% rise from 2023 and made up nearly half of all critical infrastructure attacks reported — particularly those targeting healthcare, transport, energy, and public safety sectors.
GLOBAL PLAYERS, LOCAL IMPACT
The report names major geographic hubs for cyber-enabled fraud:
- Ghana — known for BEC (Business Email Compromise) and romance scams
- India — massive call center fraud operations targeting elderly U.S. citizens
- & 🇨🇳 Russia & China (implied, not directly named) — persistent state-affiliated ransomware and espionage threats
- Darknet Forums & Crypto Mixers — tools of choice for laundering proceeds with little trace
“Fraud is now a national threat priority,” said Chris Delgado, chief of the FBI’s financial crime section. “Resources are being surged.” But specifics remain vague.
The fact that Ghana and India are highlighted reflects a strategic pivot: U.S. law enforcement is now tracking lower-tier global enablers, not just elite hacking syndicates. These fraud micro-economies feed the larger ransomware cartels by selling stolen credentials, laundering cash, and distributing phishing infrastructure.
THE LOCKBIT EFFECT — AND THE LIMITS OF “DISRUPTION”
While the FBI touted major wins — including the disruption of the LockBit cartel and the distribution of thousands of decryption keys (saving victims $800M+ in unpaid ransoms since 2022) — the ecosystem itself remains robust.
The takedown of a few high-profile players hasn’t stopped the rise of affiliate networks, cartel-style infrastructure models (like DragonForce), or newer threats like regulatory extortion, where ransomware groups report their victims to government agencies to increase pressure.
THE TRUE DAMAGE: A WAR ECONOMY OF CODE, CRYPTO, AND CHAOS
These aren’t just “crimes.” This is digital siege warfare on U.S. soil.
From hospitals forced offline to cities hemorrhaging tax dollars to recovery contracts, the true cost goes far beyond $16.6 billion. Add in incident response, legal fees, insurance claims, brand damage, and emotional trauma — and the real number doubles or triples.
And yet, the FBI’s toolkit is still reactive. Most efforts rely on:
- Public tips
- Victim reporting
- Cooperation with foreign law enforcement (often limited or politically constrained)
- Tactical disruptions, not systemic takedowns
