A federal grand jury has indicted a 16-year-old from Titusville, identified in court records as T.H., as an adult on charges of first-degree murder and aggravated sexual abuse in the killing of his stepsister aboard a cruise ship in international waters.
According to court filings, the incident occurred between November 6 and 7, 2025, while T.H. was traveling aboard Carnival Cruise Line’s Horizon with Anna Kepner and other family members. During that time, while the vessel was en route to Miami, T.H. allegedly sexually assaulted and intentionally killed Kepner. The Miami-Dade Medical Examiner’s Office later determined the cause of death to be mechanical asphyxiation, a finding associated with sustained external force restricting respiration.
The case introduces a jurisdictional layer tied to crimes committed aboard vessels operating in international waters. Under federal law, offenses occurring outside traditional state boundaries may fall under federal authority when involving U.S.-connected vessels or routes tied to U.S. ports. That framework allows prosecution in federal court despite the incident occurring beyond territorial limits.
T.H. was initially charged as a juvenile by information on February 2, and the case remained sealed during early proceedings. U.S. District Judge Beth Bloom later ordered the matter transferred for adult prosecution, reflecting the severity of the alleged conduct and the evidentiary basis presented to the court. Charging a minor as an adult in federal court is reserved for cases involving serious violent offenses that meet statutory thresholds.
The indictment charges T.H. with first-degree murder and aggravated sexual abuse. If convicted, the defendant faces a maximum penalty of life imprisonment. Sentencing, if applicable, will be determined under federal statutes and guidelines governing violent offenses of this magnitude.
The case is being prosecuted by Assistant U.S. Attorney Alejandra L. López, with investigative work conducted by the FBI Miami Field Office under the direction of Special Agent in Charge Brett D. Skiles. The announcement was made by U.S. Attorney Jason A. Reding Quiñones for the Southern District of Florida.
The circumstances surrounding the incident remain under active investigation, including the sequence of events aboard the vessel and factors related to onboard access, supervision, and security conditions during the timeframe in question.

I’ve been following this sad story. Many people are blaming the parents for having their 18 year old daughter share a cabin with their 16 year old son. It’s incredible to think he stuffed her body under the bed in the cabin and then claimed he couldn’t remember anything. He’s shown no remorse and now will be sentenced as an adult. Horrific.
