Fifteen Defendants Indicted Following Homeland Security Task Force Investigation into Erie Drug Trafficking Network

ERIE, Pa. — Federal authorities announced sweeping narcotics conspiracy charges against fifteen individuals from Pennsylvania, New York, and Ohio following a multi-agency Homeland Security Task Force investigation centered on fentanyl and cocaine trafficking operations impacting the Erie region and surrounding northwestern Pennsylvania communities.

United States Attorney Troy Rivetti announced the indictments during a press conference held at Erie City Hall, describing the investigation as a coordinated federal, state, and local enforcement effort targeting organized narcotics distribution networks tied to fentanyl and cocaine movement across multiple jurisdictions.

According to federal prosecutors, the defendants were charged in two separate but related federal indictments returned by a grand jury in the Western District of Pennsylvania.

The primary indictment charges thirteen defendants with conspiracy to distribute and possess with intent to distribute varying quantities of fentanyl and cocaine. A second related indictment charges two additional defendants with conspiracy to distribute and possess with intent to distribute cocaine.

Federal authorities stated several defendants face potential life sentences depending on drug quantities, criminal history, and federal sentencing considerations.

Investigators allege the trafficking network moved fentanyl and cocaine into Erie and surrounding areas through coordinated distribution channels involving defendants operating across Pennsylvania, New York, and Ohio.

Among those charged are:

• Alberto Daniel Arroyo-Amaro, 27, of Erie, Pennsylvania
• Brayan Omar Arroyo-Amaro, 29, of Erie, Pennsylvania
• Yanelite Amaro-Colon, 39, of Erie, Pennsylvania
• Luis Serrano-Mojica, 34, of Youngstown, Ohio
• Juan Gustavo Cartagena Sr., 31, of Erie, Pennsylvania
• Landy Gerebee Pacheco-Mendez, 34, of Erie, Pennsylvania
• Lourdes Marie Cartagena, 30, of Erie, Pennsylvania
• Luis Ramon Feliciano-Martinez, 54, of Erie, Pennsylvania
• Javier Carrasquillo, 47, of Jamestown, New York
• Mariah Arlene Jackson, 29, of Jamestown, New York
• Luis Antonio DeJesus Jr., 46, of Erie, Pennsylvania
• Daniel Tirado, 45, of Erie, Pennsylvania

Federal prosecutors stated multiple defendants are accused of trafficking 400 grams or more of fentanyl mixtures and significant quantities of cocaine, triggering enhanced federal penalties under narcotics trafficking statutes.

U.S. Attorney Rivetti stated the investigation reflects continuing federal enforcement priorities focused on fentanyl trafficking and regional narcotics distribution operations.

“This prosecution is another important example of our office’s commitment to safeguard the people of northwestern Pennsylvania from the scourge of fentanyl and cocaine,” Rivetti stated.

Federal investigators emphasized that fentanyl trafficking operations continue driving overdose deaths, addiction, violence, organized criminal activity, and broader public safety deterioration throughout communities surrounding the Lake Erie corridor.

FBI Pittsburgh Special Agent in Charge Richard Evanchec stated narcotics trafficking organizations frequently extend beyond localized street distribution and instead operate through broader criminal structures spanning multiple states and jurisdictions.

“Drug trafficking networks breed violence, organized criminal activity, addiction, and exploitation,” Evanchec stated. “Illicit operations like this poison communities surrounding Lake Erie far beyond the individuals purchasing the drugs.”

Homeland Security Investigations officials stated the investigation also demonstrates the expanding role of interagency task forces targeting transnational criminal organizations and interstate trafficking structures connected to narcotics movement inside the United States.

Acting Special Agent in Charge Nathan Abel of Homeland Security Investigations Philadelphia stated investigators remain focused on dismantling trafficking networks responsible for pushing fentanyl and cocaine into Pennsylvania communities.

“These indictments demonstrate the impact of the Homeland Security Task Force initiative and our unwavering commitment to dismantling the drug trafficking networks that push fentanyl and cocaine into Erie and communities across northwestern Pennsylvania,” Abel stated.

Pennsylvania State Police officials credited the investigation to months of coordinated intelligence gathering, narcotics enforcement operations, surveillance activity, and interagency collaboration involving federal, state, county, and municipal investigators.

Authorities stated the investigation was conducted through the Homeland Security Task Force initiative established under Executive Order 14159, a federal enforcement framework focused on identifying and dismantling criminal cartels, transnational criminal organizations, gang operations, human trafficking structures, and large-scale narcotics networks operating domestically and internationally.

The case also involved coordination through the Northwest Pennsylvania Drug Initiative following Erie County’s designation as a High Intensity Drug Trafficking Area in 2021.

Investigators stated narcotics trafficking investigations increasingly involve complex distribution structures operating across transportation corridors, interstate supply chains, encrypted communications systems, financial laundering activity, and organized criminal coordination spanning multiple states.

Federal authorities also continue warning that fentanyl remains one of the most lethal narcotics threats currently impacting American communities due to its extreme potency and frequent presence within counterfeit pills and mixed-drug distribution operations.

Assistant United States Attorney Paul S. Sellers is prosecuting the case on behalf of the federal government.

Federal authorities stated that an indictment is merely an accusation and that all defendants are presumed innocent unless and until proven guilty in a court of law.
