SUSPECTED CYBERATTACK TRIGGERS FALSE EMERGENCY ALERTS ACROSS MULTIPLE BRAZILIAN STATES

BRASÍLIA, Brazil — Brazilian authorities have suspended portions of the country’s mobile emergency alert system following a suspected cyberattack that triggered false emergency notifications across several states and the Federal District.

According to Brazil’s National Protection and Civil Defense Secretariat, the unauthorized alerts were distributed early Saturday through the Civil Defense Alert system, a nationwide platform designed to warn residents about imminent threats such as severe storms, floods, landslides, and other natural disasters.

Officials reported that at least a dozen unauthorized alerts were transmitted through the system. The messages reportedly contained the word “misantropi4” and were issued using the platform’s highest emergency classification, causing mobile devices to emit loud warning tones even when phones were configured in silent mode.

The false alerts were reported in multiple regions, including São Paulo, Rio de Janeiro, Paraná, Mato Grosso do Sul, and the Federal District.

Because the messages were distributed outside established operational procedures, authorities stated they are still assessing the scope of the incident and have not yet determined how many mobile devices received the unauthorized notifications.

As a precautionary measure, Brazilian officials temporarily suspended portions of the alert platform and disabled external access to the Public Alert Dissemination Interface, the component responsible for distributing emergency notifications to the public.

The Ministry of Integration and Regional Development stated there is currently no evidence indicating that the core Civil Defense Alert infrastructure suffered structural damage during the incident. Officials emphasized that the investigation remains ongoing as authorities work to determine how the unauthorized messages were generated and distributed.

Brazil’s Federal Police have launched an investigation into the suspected unauthorized access. Authorities stated preliminary findings indicate the messages were intentionally transmitted by an individual who was not authorized to operate within the national civil defense network.

Investigators reported that ten unauthorized alerts were ultimately identified. According to officials, nine of the messages were distributed using the cell broadcast technology utilized by the Civil Defense Alert system, while one additional message was sent through SMS infrastructure.

Authorities have not publicly identified a suspect and have not announced any arrests related to the incident.

The Civil Defense Alert system plays a critical role in Brazil’s public safety infrastructure. The platform is designed to rapidly distribute emergency notifications directly to compatible mobile devices without requiring users to subscribe or register. During life-threatening emergencies, the system can override device settings and deliver audible alerts intended to immediately capture public attention.

Emergency notification systems have increasingly become attractive targets for cybercriminals and threat actors because they maintain direct access to large populations and are trusted sources of urgent public information. Security experts have long warned that unauthorized access to emergency alert infrastructure can create confusion, erode public trust, disrupt emergency response efforts, and potentially interfere with legitimate life-safety communications.

National Secretary of Protection and Civil Defense Wolnei Wolff stated that a more secure version of the alert platform is already under development and will be activated as soon as possible.

Officials have not provided a timeline for restoring full operational status to the affected systems.
