HONOLULU — A dual U.S. and Canadian citizen has been arrested in Canada at the request of the United States after being indicted in Hawaii on a federal charge involving the alleged sexual exploitation of a child.
Donald Steven Lang, 62, was taken into custody in Canada following the Hawaii indictment and is expected to face proceedings aimed at returning him to the United States for prosecution.
According to federal court documents, Lang is accused of producing images depicting a minor engaged in sexually explicit conduct between September 2024 and December 2024.
Prosecutors allege the images were produced aboard Lang’s 52-foot sailboat, the Ishi.
Lang is described as an amateur sailor who has traveled internationally and frequently harbored in Hawaii.
The FBI has separately identified Lang as a sailor with ties to Hawaii, Idaho, Washington state, California, Fiji, the Marquesas Islands, Mexico, and Canada. The FBI’s Honolulu wanted-person listing also states that Lang was last seen aboard the Ishi in Hawaii in January 2025.
The Hawaii case is not Lang’s only pending child sexual abuse matter.
Lang was previously indicted in Idaho on separate state charges connected to the alleged sexual assault of a minor between 2003 and January 2007.
According to the FBI, Lang was charged in Idaho on April 9, 2025, with three counts of lewd conduct with a minor under sixteen and one count of sexual battery of a minor. A state arrest warrant was issued in connection with those charges. Those Idaho charges remain allegations.
Assistant Attorney General A. Tysen Duva of the Justice Department’s Criminal Division said federal authorities intend to continue pursuing the case and work with international law enforcement partners to return Lang to the United States for trial.
U.S. Attorney Ken Sorenson for the District of Hawaii credited the FBI and Canadian authorities with locating and apprehending Lang so he could face the federal charge in Hawaii.
FBI Criminal Assistant Director Heith Janke said Lang has been accused by multiple victims of sexually abusing minors and credited cooperation between the FBI and the Royal Canadian Mounted Police Pacific Region for the arrest.
Lang’s apprehension involved the FBI and multiple RCMP units, including Tofino General Duty, Island District GIS, Nanaimo Detachment, and Island District ERT.
The Justice Department’s Office of International Affairs also provided assistance in securing Lang’s apprehension.
The FBI Honolulu Field Office is investigating the federal Hawaii case.
Trial Attorney Eduardo Palomo of the Justice Department’s Child Exploitation and Obscenity Section and Assistant U.S. Attorney Barbara Eucker for the District of Hawaii are prosecuting the case.
If convicted on the federal Hawaii charge, Lang faces a mandatory minimum sentence of 15 years in federal prison and a maximum sentence of 30 years.
He could also receive between five years and lifetime supervised release and a possible fine of up to $250,000.
Any sentence would be determined by a federal district court after consideration of the U.S. Sentencing Guidelines and applicable statutory factors.
Federal authorities are continuing to seek information from anyone who may have knowledge relevant to the investigation.
The FBI has previously sought public assistance concerning Lang and identified him through its Honolulu wanted-person program. The agency classified him as an escape risk during the earlier search connected to the Idaho case.
Lang has not been convicted in the Hawaii federal case or the Idaho state case.
The Hawaii indictment and the Idaho charges remain allegations, and Lang is presumed innocent unless and until proven guilty beyond a reasonable doubt.
